About this opportunity

The Indiana Department of Administration is soliciting proposals for comprehensive toxicology and forensic toxicology testing services to support the Indiana State Department of Toxicology and Indiana Department of Health under RFP 27-88872, with proposals due November 30, 2026 at 3:00 PM Eastern Time. A virtual pre-proposal conference is scheduled for October 28, 2026 at 9:30 AM.

The scope encompasses ISO 17025 accredited laboratory services for blood, urine, and vitreous specimen analysis across 366 analytes, with capacity to process 307–539 monthly specimens including a minimum of 100 from the State Department of Toxicology. Deliverables include screening and confirmation testing, detailed analytical reports, secure evidence management and chain-of-custody documentation, expert consultation and testimony, and statewide specimen collection and shipping materials. The contractor must achieve 99.5% monthly portal uptime, respond to helpdesk tickets within one business day, and meet service level agreements targeting 95% of specimens processed within 10 business days with a 15-business-day maximum. Key personnel must include a Program Manager, Quality Director, IT Security Lead, and Lead Toxicologist. The contractor shall provide free shipping from all 92 county coroner offices, quarterly virtual and annual in-person statewide training, and a PhD-level board-certified toxicologist at no additional cost.

The contract term is four years from execution with two optional one-year renewals, potentially extending to six years at the State's discretion. Cost proposals must be tiered by annual test volume (1–500, 501–1,000, and 1,001+ tests) with all-inclusive pricing covering shipping and associated costs. The State will evaluate proposals on 92 points: 50 for Management Assessment/Quality, 30 for Price (normalized to lowest cost), 5 each for Buy Indiana Initiative certification, Indiana Veteran Owned Small Business (IVOSB) subcontracting (3% goal), and Indiana Small Business Program (INSBP) subcontracting (10% goal). Pricing must remain firm for 180 days from award. Respondents must be registered with the Indiana Department of Administration and comply with Secretary of State registration requirements. Questions are due per RFP Section 1.23, and reference site visits may occur during evaluation.
