About this file

This is a technical proposal attachment for toxicology services issued by an Indiana state agency (RFP 27-XXXXX) intended to establish toxicology laboratory services for all Indiana county coroners. The RFP requires proposers to supply detailed information across five primary evaluation areas: mandatory laboratory accreditations and quality assurance systems; qualifications and experience with similar toxicology programs at state and county health departments within the past five years; testing capabilities and laboratory infrastructure including analytical methods, instrument capacity, and turnaround times; reporting systems, documentation procedures, and chain-of-custody protocols; and operational support including technical assistance, specimen collection materials, and pricing structures. Proposers must demonstrate capacity to reliably process specimens within daily and weekly workloads while monitoring emerging substances and maintaining compliance with a specified analyte list (QPA).

The proposal instructions require bidders to address specific technical requirements including laboratory accreditations such as ABFT, ISO/IEC 17025, or CAP certifications; the number of QPA-listed analytes the laboratory can test; average turnaround times for screening, confirmation, and directed analyses; maximum specimen shipment capacity; specimen retention and return policies within 90 days of completion; online reporting portals or systems for secure data access; certified documentation and expert testimony availability; specimen collection material supply and shipping logistics; and pricing methodologies for QPA-listed analytes and testing outside the established analyte list. The document does not specify contract term, renewal options, pricing terms, funding amounts, or award dates within the provided content.

2. How many of the analytes listed in the QPA can your laboratory test, and what additional drug compounds do you routinely include in your toxicology services?

3. How does your laboratory monitor emerging substances—such as synthetic fentanyl analogues, cannabinoids, and other psychoactive compounds—and how do you determine when and how updates to the QPA analyte list are implemented, including any costs involved?

4. What is your laboratory’s average turnaround times for screening tests, confirmation tests, and directed confirmation analyses from sample receipt to result delivery?

5. Which analytes in the QPA do you report with measurement uncertainty, and how does your laboratory ensure compliance with the required limits of detection in the analyte table?

6. What is the maximum number of specimens your laboratory can accept in a single shipment, and how do you manage high‑volume or surge testing periods?

4.0 Reporting, Communication, & Documentation

1. How are toxicology results communicated to partners, and what online systems or reporting portals does your organization use for secure data access?

2. What standard report formats does your laboratory provide, and how are these reports delivered to customers (such as online portals, email, or other methods)?
