About this opportunity

Union County Board of Education in Georgia is requesting proposals for contracted employee services under RFP-27-005, with proposals due July 23, 2026 at 1:00 p.m. The District seeks a contractor to serve as employer of record for substitute, temporary, seasonal, long-term, and permanent support personnel across instructional, operational, custodial, nutritional, and administrative functions.

The contractor must recruit, hire, onboard, employ, compensate, insure, train, and retain qualified personnel while handling payroll processing, employment-related taxes, benefits administration, and employee relations. The scope covers positions serving approximately 3,000 students in grades Pre-K through 12 in Blairsville, Georgia. Pricing proposals must separately identify employee compensation, statutory employment costs (Social Security, Medicare, unemployment taxes, workers' compensation), and administrative fees for each classification, with total bill rate calculated as the sum of the three components. The District has established minimum compensation rates by classification ranging from $13.50 per hour for substitute custodians and secretaries to $150.00 per day for substitute teachers and medical RNs on long-term assignment. Proposers may propose compensation above District minimums but must clearly identify increases. The District does not guarantee minimum positions, hours, assignments, or expenditure levels and reserves the right to modify compensation schedules during contract term, subject to negotiation and written approval.

The initial contract term is one year with potential renewal for up to three additional one-year terms, contingent upon satisfactory performance, continued need, Board approval, and appropriated funds. Anticipated contract start is July 29, 2026. The District expects incumbents currently providing contracted services to be transitioned and retained provided they meet employment requirements and performance expectations.

Evaluation criteria are firm stability (10 points), experience and qualifications (20 points), recruitment and retention plan (20 points), service delivery and compliance plan (20 points), suitability and ability to serve (15 points), references and past performance (5 points), and pricing proposal (10 points). Written questions are due July 15, 2026, with responses issued by July 17. The contract is terminable for cause with reasonable notice or for convenience with 30 days' written notice.
