RFP-27-005: Contracted Employee Services Summary
This Request for Proposals (RFP) is issued by the Union County Board of Education in Georgia for contracted employee services to support designated district positions. The District, serving approximately 3,000 students in grades Pre-K through 12 in Blairsville, Georgia, seeks a qualified contractor to serve as employer of record for substitute, temporary, seasonal, long-term, and permanent support personnel across instructional, operational, custodial, nutritional, and administrative functions. The contractor must handle recruitment, hiring, onboarding, payroll processing, employment-related taxes, benefits administration, training, and employee relations. The RFP was issued on June 25, 2026, with a proposal submission deadline of July 23, 2026 at 1:00 p.m. and public opening at 1:30 p.m. the same day. The anticipated contract start date is July 29, 2026. The initial contract term is one year with potential renewal for up to three additional one-year terms, subject to satisfactory performance, continued need for services, Board approval, and appropriated funds. No bidders conference is specified, though proposers may submit written questions by July 15, 2026, with responses issued by July 17, 2026.
Pricing proposals must separately identify employee compensation, statutory employment costs (Social Security, Medicare, unemployment taxes, workers' compensation), and administrative fees for each classification, with the total bill rate calculated as the sum of these three components. Minimum compensation rates are established by the District for each classification and range from $13.50 per hour for substitute custodians/secretaries at Blairsville to $150.00 per day for substitute teachers on long-term assignment and substitute medical RNs. Proposers may propose compensation above District minimums but must clearly identify any increases. The contract is contingent upon annual appropriation of funds, and the District reserves the right to modify compensation schedules during the contract term, with any adjustments subject to negotiation and written approval. The District does not guarantee minimum positions, hours, assignments, or expenditure levels. Evaluation will be based on firm stability (10 points), experience and qualifications (20 points), recruitment and retention plan (20 points), service delivery and compliance plan (20 points), suitability and ability to serve (15 points), references and past performance (5 points), and pricing proposal (10 points). The contract may be terminated for cause with reasonable notice or for convenience with 30 days' written notice. Incumbents currently providing contracted services are expected to be transitioned and retained provided they meet employment requirements and performance expectations.
