About this opportunity
Gwinnett County Public Schools (GCPS), the largest school district in Georgia, in partnership with Equalis Group, is soliciting competitive sealed proposals for RFP-2607KM to establish one or more Master Agreements for a Comprehensive Online Marketplace Platform for the Purchase of Goods and Services. The platform must be centralized, secure, and cloud-based, enabling public agencies to efficiently procure a wide variety of goods and services through a hybrid marketplace and category-based purchasing model with capabilities including product search and comparison across multiple suppliers, order placement through purchase orders or procurement cards, product catalog management, order tracking, procurement analytics and reporting, compliance with public purchasing policies, and catalog curation. Qualified suppliers must demonstrate relevant experience and past performance, submit transparent and auditable pricing models (either market-driven or discount-off-list), and provide complete pricing for at least two of six product categories: Technology & Electronics (30% weight), Office Supplies & Consumables (25% weight), Books & Professional Resources (20% weight), Furniture, Storage & Facilities (10% weight), Science, Lab & Health (10% weight), and Classroom & Instructional Supplies (5% weight). Evaluation criteria comprise 125 total points across three phases: Phase I (60 points) covering introduction and executive summary, experience and past performance, pricing model and value, marketplace platform solution, and references; Phase II (40 points) for cost proposal scoring; and Phase III (up to 25 points) for interviews at GCPS's discretion. A Pre-Proposal Microsoft Teams meeting is scheduled for Wednesday, April 29, 2026, at 10:00 AM EST, with written questions due by 10:00 AM on Friday, May 1, 2026, and the RFP submission deadline is 10:00 AM on Friday, May 15, 2026, through the Euna Procurement portal. The contract term runs from June 19, 2026, through June 18, 2029, with GCPS retaining the right to extend by up to two additional 12-month periods for a total potential five-year term.
No specific set-aside designations for disadvantaged enterprises are identified in the solicitation documents, though GCPS applies tie-breaking preferences in the following order: in-county vendors, in-state vendors, vendors with goods made in Georgia, and vendors with lesser total dollar volume. All suppliers must comply with applicable federal laws and regulations, including civil rights provisions, debarment and suspension requirements, and federal procurement standards, and must register in the System for Award Management (SAM) to verify non-debarred status and provide valid taxpayer identification numbers and DUNS numbers. Winning suppliers must execute an Administration Agreement with Equalis Group within three weeks of notice of award and pay Equalis Group an administrative fee of one percent (1%) of total revenue invoiced to program participants monthly, calculated as cumulative purchases net of taxes, shipping costs, returns, and credits. Insurance requirements include Workers' Compensation and Employer Liability Insurance ($1,000,000 per occurrence), Commercial General Liability Insurance ($2,000,000 general aggregate), and Contractual Automobile Liability Insurance ($500,000 combined single limit), with GCPS named as an additional insured. No specific incumbent vendors or current contractors are identified in the solicitation documents, and no explicit budget range or award value is disclosed; however, GCPS Board of Education has established a not-to-exceed amount for the contract with combined spend across all awarded vendors not to exceed the annual authorization established by the Board.
