About this opportunity
The State of Michigan, through the Department of Technology, Management and Budget on behalf of the Michigan Department of Health and Human Services (MDHHS) and Michigan Department of Corrections (MDOC), is soliciting proposals for Temporary Medical Staffing Services (RFP# 260000000604) to provide temporary healthcare professionals across multiple state facilities located in Michigan's Upper and Lower Peninsulas. The procurement seeks contractors to supply staffing for over 45 distinct healthcare positions, including physicians, psychiatrists, nurses (registered, licensed practical, and nurse managers), therapists (occupational, physical, recreational, speech, and music), psychologists, dentists, pharmacists, medical assistants, phlebotomists, certified peer recovery coaches, and various support personnel. Services will be required at MDHHS inpatient psychiatric hospitals (Caro Center, Kalamazoo Psychiatric Hospital, Walter P. Reuther Psychiatric Hospital, and Center for Forensic Psychiatry in Saline), two juvenile justice facilities (Bay Pines Center and Michigan Youth Treatment Center), and multiple MDOC correctional facilities throughout the state, with staffing assignments varying in duration based on position vacancy and program type. The contract will be awarded to multiple vendors on an as-needed basis, with compensation limited to actual hours worked and the State reserving the right to hire temporary employees as permanent staff after 13 consecutive weeks of service without contractor penalty. Proposals must be submitted electronically through the Michigan SIGMA VSS portal by 3:00 p.m. Eastern on April 27, 2026, with all supporting documentation including a completed Statement of Work (Schedule A), detailed pricing schedules in modifiable format (Schedule B), responses to vendor questions, and signed confidentiality forms. Evaluation will be conducted on a 100-point technical scoring scale comprising General Requirements (60 points), Staffing qualifications (25 points), and Vendor Questions Worksheet (15 points), with only proposals achieving 80 or more technical points eligible for pricing evaluation; the State reserves the right to conduct site visits, request oral presentations, perform reference checks, and negotiate price concessions during the evaluation process.
There are no mandatory set-aside designations for disadvantaged or service-disabled veteran-owned businesses; however, the State may consider qualified disabled veteran and service-disabled veteran-owned business status as an evaluation factor in awarding contracts based on best value determination. The RFP documents indicate this is a rebid of existing contracts, with incumbent contractors eligible to resubmit proposals, though no specific incumbent names are disclosed in the solicitation materials. Contractors must comply with extensive operational, security, and compliance requirements including the Federal Criminal Justice Information Services (CJIS) Security Addendum for those accessing criminal history information, Prison Rape Elimination Act (PREA) standards mandated across all correctional facilities, MDOC vendor rules and regulations imposing background checks and annual training requirements, and comprehensive insurance coverage including commercial general liability ($1,000,000 per occurrence/$2,000,000 aggregate), professional liability and cyber liability ($3,000,000 each for per occurrence and aggregate), workers' compensation, and employers' liability insurance. The contract term is effective October 1, 2026, through September 30, 2029, with options for up to three additional one-year renewal periods at the State's discretion, pricing must be submitted on a firm fixed-price basis with hourly rates, billable rates, and markup percentages for each position, and the contractor must submit a 1% administrative fee on all payments including those from MiDEAL members and other governmental entities utilizing the contract through the Extended Purchasing Program. The RFP does not specify an estimated total contract value or budget range, with award values to be determined following the evaluation process; however, the State anticipates no minimum hours guaranteed with volume fluctuating based on organizational needs and the potential for significant revenue given the statewide scope and multiple facility locations requiring continuous temporary medical staffing coverage.
