About this opportunity

Clayton County, Georgia is seeking qualified consultants through RFP #26-53 to update its Multi-Jurisdictional Hazard Mitigation Plan in compliance with the Disaster Mitigation Act of 2000 and Federal Emergency Management Agency requirements. The plan update will involve up to seven local jurisdictions within Clayton County and must address newly identified hazards, update risk assessments, revise mitigation goals and strategies, and incorporate comprehensive public participation documentation. Key deliverables include planning process updates, enhanced risk assessments, goal and objective development, plan maintenance procedures, and final plan preparation suitable for FEMA approval. Proposers must demonstrate a minimum of five years of experience in multi-jurisdictional hazard mitigation planning, provide references from comparable projects, and submit financial disclosures demonstrating firm capability and stability. The evaluation criteria focus on understanding of scope of services (30%), organizational qualifications (20%), project management and personnel (25%), financial capability (10%), and cost proposal (15%), with possible additional points for oral presentations. Critical deadlines include the non-mandatory pre-proposal conference on April 23, 2026, at 9:00 a.m. EST; written questions deadline of April 30, 2026, at 3:00 p.m. EST; proposal submission deadline of May 14, 2026, at 3:00 p.m. EST via BidNet Direct; and potential oral presentations during May 28 through June 8, 2026. The County must submit the final plan to the Georgia Emergency Management Agency by January 5, 2027, and to FEMA by July 5, 2027.

The initial contract term is one year with potential renewal for four successive one-year terms through December 31, 2029, commencing within ten calendar days of receiving written notice to proceed. There is no Small Local Business Enterprise subcontracting goal, though the County encourages SLBE participation. Professional liability insurance of not less than $1,000,000 per occurrence is required, along with commercial general liability, workers' compensation, and professional errors and omissions coverage; no bonding requirements apply. Proposers must submit a detailed cost proposal based on deliverables and a fixed payment plan with all travel expenses included in the proposal price. The County is exempt from federal excise tax and Georgia sales tax. No specific award value or budget range is disclosed in the RFP documentation; however, the successful consultant will remain responsible for all deliverables until the plan is formally adopted by Clayton County and approved by FEMA.
