About this opportunity

Clayton County, Georgia is requesting proposals for an Integrated Justice Information and Management System Modernization under RFP #26-24, with proposals due July 9, 2026 by 3:00 P.M. EST and a non-mandatory pre-proposal conference on July 7, 2026. Respondents may bid on the entire scope or individual components (Jail Management System, future Court Case Management System, or Data Integration Hub); a 15% Small Local Business Enterprise subcontracting goal applies.

Minimum qualifications require seven years of experience providing jail management and data integration services with at least two large-scale implementations involving data conversion and system integration. Solution-specific experience must include demonstration of at least two Data Integration Hub solutions (one in criminal justice at the county level) and at least two JMS implementations in county jails within the past seven years.

The Jail Management System must support approximately 1,790 inmates with 19,000 annual admissions and discharges, accommodate 315 concurrent users across three shifts, and maintain 99.90% availability. The solution requires 408 functional requirements spanning inmate services, classification, incident reporting, visitation, commissary, disciplinary hearings, and grievance tracking; vendors respond using standardized codes (Y for existing, N for non-compliance, T for third-party, C for customization, or I for interface). The Data Integration Hub must support multi-protocol connectivity (REST, SOAP, SFTP, ETL), event-driven and batch ingestion with near-real-time processing, CJIS and FedRAMP compliance, FIPS 140-3 encryption, NIST SP 800-53 controls, and integration with legacy and cloud platforms (AWS, Azure, Google Cloud). All data must remain within the continental United States. The JMS must interface with approximately 38 existing systems and convert 45 years of historical records.

The contract carries a one-year initial term with four successive one-year renewal options (five-year maximum). Implementation spans three years in phases: JMS Minimum Viable Product, full Court Case Management System across three courts, and remaining JMS functionality. The evaluation weighting is understanding scope of services (30%), organizational qualifications (20%), project management and personnel (20%), financial capability (10%), and cost proposal (20%), with an additional 15 points possible for oral presentations and product demonstrations. Responsive proponents may be required to participate in oral presentations the week of August 24–28, 2026. Questions are due July 14, 2026 by 3:00 P.M. EST. Proposals remain valid for 120 calendar days.
