About this file

This is an exhibit document outlining on-going support and training requirements for Clayton County, Georgia's Integrated Justice Information and Management System (JMS) modernization project. The exhibit specifies that the successful responder must implement a "Train-the-Trainer" methodology to ensure County staff can properly operate and manage the new system. Training will be delivered through virtual, classroom, and hands-on instruction at County-designated locations, with the responder providing customized training manuals containing system overviews, functional procedures, screen descriptions, and output message details. These manuals must be maintained and updated throughout the system's warranty and maintenance period. The training curriculum must address technical configuration, administrative and operational support functions, report creation, and configurable business rules and workflows.

The warranty, maintenance, and support services phase begins following the initial 90-day cutover and stabilization period and continues for the duration of the agreed-upon software maintenance and support agreement. The successful responder bears primary responsibility for providing 24/7 telephone support via a single toll-free number, distributing software updates and patches, implementing system fixes and configuration changes, managing new releases and upgrades, and maintaining both disaster recovery and business continuity plans. The County is responsible for approving updates to these plans and ensuring compliance with service level requirements. Key deliverables include regular performance reports aligned with service level requirements, execution and release notes for software updates, and documented verification of plan execution. Service level agreements are to be incorporated as part of the final contract.

On-Going Support and Training

Training and Knowledge Management

The County expects the successful responder will deploy a “Train-the-Trainer” methodology to train to County staff to ensure proper operation and management. Training sessions can include virtual, classroom and hands-on instruction and will occur at the locations to be designated. The successful Responder will provide training manuals designed exclusively for the County. Training manuals will contain a system overview, description of procedures required to execute tasks for each functional role, an introduction to system screens and icons, and details of output messages with clear, easy to follow instructions. The successful responder will make available electronic copies of user manuals for each person in a training session. The training manuals will be kept up to date throughout the life of the proposed system, system warranty, and maintenance period. Train-the-Trainer methodology should include technical configuration, administrative and operational support functions, as well as report creation and other technical configuration capabilities associated with configurable business rules and workflows.
