The procurement requires publishers to submit instructional materials that include student educational resources, teacher support materials, instructional technology, and professional development training. The primary objective is to provide Buffalo Public Schools with a scientifically-based, rigorous mathematics instructional resource aligned with New York State Next Generation Standards. The RFP emphasizes the need for a culturally responsive program that offers online resources, supports multilingual and special education students, and ensures developmentally appropriate learning. Evaluation will be conducted by a cross-functional team using a 100-point scoring system, with key criteria including standards alignment, program effectiveness, student and teacher resources, cultural responsiveness, and technological capabilities. Key dates include a release date of November 3, 2025, a question submission deadline of November 17, 2025, proposal due date of December 5, 2025, and a tentative award date of April 15, 2026, with an initial contract term from July 1, 2026, to June 31, 2027.
The procurement includes specific requirements for Minority and Women-Owned Business Enterprise (MWBE) participation, with a district policy targeting 25% MWBE involvement for contracts over $25,000. Businesses must be at least 51% owned and controlled by minority group members or women to qualify for certification. The RFP includes mandatory documentation requirements such as a Non-Collusive Bidding Certification, Equal Employment Opportunity Employer Information Report, W-9 form, and a Subcontractor Listing and MWBE Utilization Plan. Vendors must demonstrate compliance with anti-lobbying restrictions, provide insurance documentation with specific minimum coverage limits ($500,000 per person, $1,000,000 per accident for bodily injury, and $300,000 for property damage), and submit proposals through the Euna Procurement Bonfire digital platform. While specific budget ranges are not explicitly stated, the comprehensive nature of the procurement suggests a significant investment in educational resources. The district reserves the right to reject any or all proposals and to negotiate pricing throughout the procurement process.
