About this opportunity
The California Department of Technology is requesting proposals for comprehensive implementation services and subscription licenses to replace the legacy CalTABS billing system with a modern Software-as-a-Service solution under RFP 26-0214801, with proposals due September 10, 2026 at 1:00 PM Pacific Time. The RFP carries mandatory socioeconomic participation requirements: three percent Disabled Veteran Business Enterprise participation and five percent Small Business participation.
The scope encompasses end-to-end implementation including requirements analysis, system design and configuration, data ingestion and transformation from 30+ sources, system integrations, testing, training, pilot verification, go-live, system stabilization, and ongoing operational support. The current CalTABS system invoices approximately $500 million annually to 220 state departments and agencies across 1,000+ customer end-users. The replacement system must comply with NIST SP 800-53 revision 5 security standards and California State Cloud Computing Policy, operate as a SaaS, IaaS, or PaaS cloud solution with 99.5% uptime availability, maintain 24/7 operational readiness, support role-based access controls, integrate with CDT's Active Directory for single sign-on, and process hundreds of millions of mainframe usage records monthly across multiple data sources. The contractor must deliver 23 mandatory deliverables including implementation plans, technical specifications, testing materials, training documentation, system operations manuals, and monthly status reports tied to project milestones.
The base contract term is three years with two optional one-year extensions available, for a maximum five-year term. This is a time and materials contract with hourly rates and fixed-price deliverables specified in the cost workbook. Cost evaluation comprises 50 percent of total scoring; non-cost factors (proposer qualifications, key staff qualifications, understanding and approach, and timeline/schedule) comprise the remaining 50 percent, with 500 non-cost points and 500 cost points available. Interviews are scheduled for September 22, 2026, with notice of proposed award on September 23, 2026, and an estimated agreement start date of October 6, 2026. All proposals must comply with California Government Code and Public Contract Code requirements and disclose any intended use of Generative Artificial Intelligence.
