About this file

This is a Scope of Work Attachment documenting the deliverables for the California Department of Technology's CalTABS implementation project, which seeks to replace the legacy billing system with a modern Software-as-a-Service solution. The document specifies 23 mandatory deliverables that the contractor must produce throughout the implementation lifecycle, from initial contract execution through system stabilization and transition. Key deliverables include comprehensive planning documents such as the Implementation Management Plan, Configuration Management Plan, and System Security Plan; detailed technical specifications including System Architecture and Infrastructure Specifications, Detailed Design Specification, and Interface and Integration Specifications; testing and quality assurance materials comprising the System Test Plan, Test Results Completion Report, and Test Support Materials; training and operational documentation including Training Materials, Training Plan, System Operations and Administration Manual, and Application User Guide; and ongoing reporting through Monthly Status Reports and completion reports for pilots, testing phases, and implementation activities. Each deliverable has specific submittal due dates tied to defined task groups and project milestones within the State-approved Project Schedule, with initial submissions required between 30 to 60 calendar days prior to relevant task start dates and updates required as changes occur or annually to maintain currency.

The deliverables framework establishes comprehensive requirements for all aspects of system implementation and operational readiness, with bidders required to indicate agreement to produce each deliverable in their final proposals, with non-compliance resulting in deemed non-responsive status. The document details required content for each deliverable, specifying essential sections such as executive summaries, roles and responsibilities, assumptions and constraints, and purpose and scope statements. Notable deliverables include the Requirements Traceability Matrix to track all functional and non-functional requirements throughout the project lifecycle; the Go-Live Readiness Checklist serving as a stage gate before production deployment; the Maintenance and Operations Management Plan covering post-deployment operations and performance management; and the Transition and Close Out Plan addressing contract conclusion and handover procedures. The Monthly Status Report becomes particularly detailed post-Go-Live, requiring metrics aligned to Service Level Agreements including production environment availability, recovery objectives, incident severity tracking, and system maintenance status, ensuring ongoing monitoring and accountability throughout the operational term.
