About this opportunity

Tarrant County College District is requesting proposals for syllabus management software under RFP# 26-011, with proposals due June 30, 2026 at 2:00 PM CT and vendor demonstrations scheduled July 13–16. The District seeks a single Software-as-a-Service (SaaS) solution to consolidate three existing systems: Instructor Class Requirements (ICRs), District Master Syllabi (DMS), and Canvas Learning Management System.

Mandatory minimum requirements include FedRAMP and TX-RAMP certifications; WCAG 2.1 AA accessibility compliance; Texas business licensure or commitment to obtain it within 30 days; compliance with Texas House Bill 2504 (public syllabus and faculty CV access); data encryption at rest and in transit with secure access logging; minimum five years of operation as a syllabus management software provider; completion of at least three SaaS implementations of the proposed tool at higher education institutions; and demonstrated capability to deliver reliable implementation and post-go-live support. The solution must integrate with the Student Information System and Canvas LMS, support role-based access, enable real-time updates across systems, include mobile accessibility, and comply with FERPA and Texas Department of Information Resources IT control standards.

The platform must serve approximately 63,140 undergraduate students across 19,120 active class sections and support 706 full-time and 1,886 part-time faculty members. It must provide students with consistent class information across registration and learning management systems, give faculty a single tool to input and update course section information, enable academic leaders to ensure compliance with division, department, campus, college, state, and federal requirements, and allow the College to manage required content.

The initial contract term is three years with two optional one-year renewals not exceeding five years total. Evaluation is weighted: Features and Capabilities (20%), Usability (15%), Technical Criteria (20%), Implementation and Organizational Change Management Strategy (15%), and Cost Proposal (30%), with cost scored on a lowest-cost basis. Questions are due June 9, 2026; answers post June 15. Selected vendors must submit a completed Form 1295 Certificate of Interested Parties within two days of selection notification. All insurance must meet minimum coverage limits including $1 million general aggregate liability and $500,000 automobile liability, with A.M. Best rating of A or better.

Opportunity text

Tarrant County College District currently uses three solutions for syllabus and course requirement management. The first solution is Instructor Class Requirements (ICRs). The ICR tool was developed by the College and enables faculty to publicly post course requirements, in alignment with Texas House Bill 2504 (HB 2504). Official course descriptions and student learning outcomes for each course are stored on District Master Syllabi (DMS), which are .pdf files. In addition, faculty members post syllabi within their courses in our Learning Management System, Canvas by Instructure. The College is seeking a single solution that provides (a) students with critical class information that is consistent across the student information system registration tool and the LMS (b) faculty with a single tool wherein they can input and update class section information (c) academic leaders to ensure compliance with division, department, campus, College, state, and federal requirements and guidelines (d) the College with the ability to manage required content and (e) public access to syllabus and faculty CV information.
