About this opportunity

Medford School District 549C is seeking a Professional of Record team to conduct comprehensive special inspections of long-span timber trusses and glulam beams across the district's school buildings. The primary objectives include visual examinations of wood structural members, identifying signs of deterioration or damage, measuring structural deflection, reviewing roof slopes and drain locations, and assessing members against current code load capacity requirements. Proposing firms must deliver a written report of findings, PDF mark-ups of roof slopes and drain locations, and a priority-based list of recommended repairs for deficient structural members. The Request for Proposals (RFP 26-00-09) requires all proposing firms and consultants to be currently licensed to practice in Oregon in their respective professional disciplines. Proposals are limited to thirty pages and must include detailed qualifications, relevant project experience, key personnel information, and references from five completed K-12 school projects in Oregon. The evaluation criteria will assess capability to perform services (25 points), project approach and staffing (30 points), performance history on past public facilities projects (25 points), and client references (20 points). Proposals are due by 2:00 p.m. on December 9, 2025, with evaluation and award anticipated by December 16, 2025.

The solicitation follows Oregon Attorney General's Model Rules for Consultant Selection and allows for compensation to be negotiated on a not-to-exceed basis for services and reimbursable expenses. Proposers must provide current insurance coverage, including professional liability of at least $2,000,000 per occurrence, and certify compliance with Oregon tax laws. The district reserves significant discretionary rights, including rejecting non-compliant proposals, adding cost premiums for nonresident bidders based on reciprocal state preferences, conducting interviews with finalist firms, and terminating the professional agreement after any project phase. While no specific set-aside designations for disadvantaged enterprises are explicitly mentioned, the proposal requires detailed documentation of firm capabilities and past performance. The district will identify priority buildings for assessment and provide existing architectural and structural drawings to the selected contractor. Though a specific budget range is not disclosed, the contract will be structured as a professional services agreement with negotiated compensation based on the scope of inspection and reporting requirements for the district's school facilities.
