About this file

This is Addendum 1 to an Invitation for Bid issued by the Medford School District 549C in Medford, Oregon for RFP 26-00-09 Special Inspections of Trusses. The addendum clarifies that the district seeks a structural engineering firm to conduct long-span structural assessments of glue-lams and bow-trusses across district school buildings, rather than a traditional third-party special inspection company. The work involves visual examinations of wood structural members, identification of deterioration or damage, measurement of structural deflection, review of roof slopes and drain locations, and assessment of members against current code load capacity requirements. Proposing firms must deliver written reports of findings, PDF mark-ups of roof slopes and drain locations, and a priority-based list of recommended repairs. The district will accept proposals from structural engineering firms without an architect partner, provided the firm can deliver repair recommendations. All work must be stamped by a licensed structural engineer (SE) in Oregon, as required by the district's insurance provider. Proposals are due by 2:00 p.m. on December 9, 2025, with evaluation and award anticipated by December 16, 2025.

The addendum confirms that professional liability insurance of at least $2,000,000 per occurrence is required, and all proposing firms and consultants must be currently licensed to practice in Oregon in their respective professional disciplines. Proposals are limited to thirty pages and must include detailed qualifications, relevant project experience, key personnel information, and references from five completed K-12 school projects in Oregon. Evaluation criteria will assess capability to perform services (25 points), project approach and staffing (30 points), performance history on past public facilities projects (25 points), and client references (20 points). Compensation will be negotiated on a not-to-exceed basis for services and reimbursable expenses. The district reserves the right to reject non-compliant proposals, add cost premiums for nonresident bidders based on reciprocal state preferences, conduct interviews with finalist firms, and terminate the professional agreement after any project phase.

ADDENDUM 1

Project: Special Inspections - Trusses Date: November 14, 2025

Invitation for Bid No.: 26-00-09

Owner: Medford School District 549C

Instructions to Prospective Bidders:

This Addendum forms a part of the Contract Documents and modifies the original Bidding Documents and prior Addenda as noted below. All conditions, requirements, materials and workmanship are to be as described in the Contract Documents unless specifically stated otherwise. This Addendum consists of four pages.

General Notes:

• None

Bid Questions Summary:

Q1: The RFP document refers to the inspections as "special inspections". Typically, the term special inspection refers to a third-party inspection company that is retained by the building owner during construction to inspect the work of the contractor hired to build the project. For this project, I don't think you are intending to hire a special inspection firm because those companies typically do not employ licensed engineers. Based on the RFP and past projects, typically the insurance company is looking for a licensed engineer to stamp the inspection reports. So I really just wanted to make sure that you are looking for a structural engineering firm to perform this work, not a special inspection firm. Is that assumption correct?

A1: A more accurate request would be for long span structural assessments i.e. glue-lams, bow-trusses etc.

Q2: Has your insurance company clarified to you what type of engineer is required to stamp the final inspection report? Most school projects are required by code to be stamped by a structural engineer (SE) licensed in Oregon rather than just a professional engineer

(PE).

A2: The stamp must come from a licensed structural engineer. See pages 42 and 43 of the

Pace Property Policy included in this addendum.

Q3: The RFP indicates an Architect/Engineer team. Would you also accept proposals from structural engineering firms without an architecture firm also on the team?

A3: The district will accept proposals from a firm that does not have an architect as long as the firm is able to provide recommendations for repairs and fixes.
