About this opportunity
The California Air Resources Board (CARB) is seeking a contractor to develop a comprehensive California Climate Investments (CCI) Outcomes Evaluation Framework and Guidebook through RFP No. 24STC013. The primary objective is to create a standardized framework that will help administering agencies design, integrate, and conduct program evaluations across diverse CCI initiatives, including transportation infrastructure, affordable housing, environmental resilience, and household energy-efficiency projects. The contractor will be responsible for developing evaluation methodologies, conducting pilot testing with agencies, and producing final deliverables through six major tasks over a 24-month contract period. Required qualifications include three years of program evaluation experience and at least two completed similar projects. The evaluation will be scored on a 100-point scale, with 70 points allocated to technical approach and 30 points to cost, requiring a minimum score of 70 points for contract eligibility. Key proposal and submission deadlines include March 17, 2025, for submitting questions, and May 1, 2025, at 3:00 PM for final proposal submission, with anticipated contract work beginning around June 20, 2025.
The contract includes several set-aside and preference provisions, specifically targeting Small Businesses (5% preference), Disabled Veteran Business Enterprises (DVBE, with incentives ranging from 1% to 5% based on participation levels), and Target Area Contract Preference Act participants (5% preference). Electronic proposals must be submitted in PDF format, not exceeding 50MB, to specified email addresses. The total budget for this contract is fixed at $350,000 for the 24-month term, with a potential 12-month renewal option for time only. Proposals exceeding the $350,000 budget will be deemed non-responsive and ineligible for award. The contract aims to create a unified evaluation framework that will help CCI administering agencies improve program design, track outcomes, and enhance the effectiveness of climate investment initiatives across various sectors in California.
