About this opportunity
The California Civil Rights Department (CRD) has issued Request for Proposal (RFP) #24-018 seeking a contractor to produce 20-25 educational videos focused on civil rights topics including housing discrimination, LGBTQ rights, employment discrimination, and immigrant rights. The videos will range from 90-second "explainer" videos to 1.5-3 minute longer-form educational content, designed to be accessible to diverse audiences with varying educational levels and learning styles. Deliverables must include videos in English, with at least 10 translated into Spanish, suitable for distribution across mobile and social media platforms. The technical evaluation will assess proposals based on a 115-point scoring system, examining bidders' video production experience, project management approach, and creative capabilities in translating complex civil rights information into engaging multimedia content. Key procurement dates include the proposal release on March 7, 2025, with proposals due on March 27, 2025, and an anticipated contract start date of June 1, 2025, covering a two-year period with potential one-year extension.
The RFP includes socio-economic preference programs specifically targeting small businesses and disabled veteran business enterprises (DVBE), with potential additional evaluation points for these categories. Contractors based in California may receive supplemental preference points during the evaluation process. The total contract budget is $160,000, with the award determined through a comprehensive evaluation process that combines technical scoring (115 points) and cost evaluation (30 points). Bidders must demonstrate substantial experience in video production and submit comprehensive proposals including sample work, detailed project approaches, and complete cost structures. Successful contractors will be expected to create dynamic, innovative educational content that expands CRD's ability to communicate civil rights information through multimedia channels, with a particular emphasis on reaching audiences through varied learning modalities and digital platforms.
