About this opportunity
The Commonwealth of Kentucky Department of Parks is soliciting competitive bids for furniture procurement and installation services across six state resort park locations, including Lake Barkley SRP Lodge, Lake Cumberland SRP Lodge and Guestrooms, Barren River Lake SRP Lodge and Guestrooms, Cumberland Falls SRP Guestrooms, Lake Cumberland SRP Conference Center, and General Butler SRP Conference Center (RFP-217-26, RFB 785 2600000461). The project scope encompasses comprehensive furnishings including lounge furniture, dining tables and chairs, outdoor furniture, occasional tables, workstations, custom guestroom furniture, storage units, and accessories such as mirrors, lamps, and artwork across all six locations. Deliverables include provision of furniture items with specified manufacturers and models detailed in comprehensive specification documents, professional installation services, and fixed man-hour installation fees for potential future orders through December 2026. A single contract will be awarded to cover all locations, with installation beginning June 10, 2026, at Lake Barkley and concluding December 11, 2026, at General Butler Conference Center. The contract will remain in effect for sixty calendar days following the last installation date. Bidders must submit pricing on the provided Bid Form with unit costs and man-hour installation fees, with all bids due March 30, 2026, at 1:30 PM Eastern Time via the Commonwealth's electronic procurement system (VSS.KY.GOV). Bids will be publicly read at 3:00 PM Eastern Time, and a virtual prebid meeting is scheduled for March 23, 2026, at 2:00 PM Eastern Time via Microsoft Teams. Evaluation will utilize a Best Value ranking approach with 90 points allocated to price and 10 points to warranty period, with the lowest total price bidder receiving maximum price points and other bidders scored proportionally.
Kentucky resident bidders and qualified bidders—including Kentucky Correctional Industries, Kentucky Industries for the Blind, and nonprofit agencies serving individuals with severe disabilities—are eligible to respond, with qualified bidders receiving preference equal to 15-20 percent of maximum points upon submission of appropriate documentation and the Required Annual Affidavit for Bidders. Nonresident bidders must provide a certificate of authority to transact business in Kentucky, and all bidders must maintain Commercial General Liability Insurance of $1,000,000 per occurrence and $2,000,000 aggregate, plus Automobile Liability Insurance if delivering items, with Certificates of Insurance naming the Finance and Administration Cabinet as additional insured. No incumbent vendor information or existing infrastructure integration requirements are specified in the solicitation documents. The solicitation materials do not provide a specific budget or award value range; however, the comprehensive nature of the project across six major state park facilities with hundreds of furniture pieces suggests a substantial capital investment. All proposed pricing must remain valid for a minimum of 60 calendar days after the bid due date of March 30, 2026, and the successful bidder must submit a detailed Furniture Cost Breakdown within 24 hours of bid opening. Shipping and billing should be directed to the Finance Division of Engineering & Contract Administration at 403 Wapping Street, 1st Floor, Frankfort, Kentucky 40601.
