About this opportunity
The Housing Authority of Clackamas County (HACC), a division of the Clackamas County Department of Health, Housing, and Human Services in Oregon, is issuing RFP 2026-32 for on-call relocation consultant services to support disposition and renovation projects for its affordable housing portfolio. HACC seeks qualified individuals, firms, or teams to provide comprehensive relocation services including planning and project management, communication and coordination, resident assessment and case management, and compliance with state and federal relocation regulations. The selected consultant(s) will work on an as-needed basis through written task orders as projects proceed, with HACC providing project-specific scopes of work and requesting cost proposals from selected consultants. Key qualifications required include demonstrated expertise in relocation services, experience with affordable housing projects, familiarity with state and federal relocation compliance requirements, and the ability to maintain required insurance coverage including $1,000,000 in commercial general liability, $1,000,000 in professional liability, and $1,000,000 in automobile liability. Proposals will be evaluated on a 100-point scale consisting of cover letter (5 points), consultant firm description (25 points), similar experience (40 points), cost (20 points), and references (10 points), with proposers required to provide at least three client references from the past three years including one newly engaged within 36 months and one long-term client. The proposal deadline is May 20, 2026, at 2:00 PM Pacific Time with submission through Bid Locker, and the deadline for submitting clarifying questions is May 7, 2026, at 5:00 PM Pacific Time. The contract term is two years beginning June 2026, with potential for single or multiple contract awards based on project-specific expertise and equitable rotation among consultants.
The RFP does not specify any set-aside designations or restrictions limiting responses to particular types of organizations or disadvantaged enterprises based on the available information. No incumbent vendors or current contractors are identified in the procurement documentation. Proposers must submit hourly rate schedules for all staff potentially required, with rates covering all professional services and administrative costs excluding general overhead, and reasonable annual rate adjustments will be considered over the contract life. HACC anticipates expending up to $400,000 for relocation services over the two-year contract period, representing the maximum award value for this procurement. The contract will support HACC's management of approximately 3,250 rent assistance vouchers and 850 units of affordable and special needs housing, with approval to disposition 100 units in a single community and 150 scattered-site units throughout Clackamas County.
