About this opportunity
Habersham County Board of Commissioners is issuing Request for Proposal 2026-15 for the replacement of HVAC systems at the Health Department facility located at 185 Scoggins Drive, Demorest, Georgia 30535. The procurement involves the replacement of six heat pump units with capacities ranging from 2.5 to 10 tons, with replacement units required to have equivalent capacity to existing equipment and achieve a minimum SEER rating of 18 or higher. Deliverables include replacement of all line sets as needed, installation of new filter housing and thermostats for each unit, and proper removal and disposal of existing units in accordance with all applicable federal, state, and local environmental regulations. Proposals will be evaluated based on a combination of unit quality, efficiency, warranty, and cost, with bidders required to submit detailed pricing breakdowns for each of the six units plus separate line items for labor and other costs. Required vendor documentation includes proof of liability insurance and workers' compensation insurance with Habersham County listed as an additional insured, a non-collusion affidavit, a certificate of non-discrimination, and three professional references. Additionally, bidders must certify they have not filed for bankruptcy within the previous seven years and maintain all required insurance policies throughout the contract period. The mandatory pre-bid meeting is scheduled for May 27, 2026, at 10:00 AM at the Health Department facility, with a deadline for proposal questions at 2:00 PM that same day. Proposals are due no later than 10:00 AM on Friday, June 5, 2026, at the Habersham County Administration Building, 130 Jacobs Way, Clarkesville, Georgia 30523, with a tentative award date of June 9, 2026.
The county has not designated any set-asides for disadvantaged enterprises or specific business categories in this procurement. Prospective vendors must meet general vendor registration and qualification requirements established by Habersham County, including submission of a completed Vendor Application, Form W-9, and a Vendor Affidavit Agreement confirming E-Verify compliance or, alternatively, a Private Employer Affidavit and state-issued photo identification. All vendors must provide current Insurance Certificates demonstrating adequate coverage. No incumbent vendors or existing contractors are identified in the solicitation documents. The contract term runs from the date of award through project completion, with work to commence as soon as possible following contract award. Habersham County is tax-exempt and will provide a Sales and Use Tax Certificate of Exemption upon request to qualified vendors. The solicitation does not specify an estimated budget or award value range, though evaluation will include cost as one of multiple factors. All proposals become the property of Habersham County and are subject to public records requests, and the County reserves the right to reject any or all proposals at its discretion.
