About this opportunity
The City of Perry, Georgia, is issuing RFP 2026-02 to procure Construction Manager at Risk (CMAR) services for the East Perry Sewer Outfall Phase IIIA project. The project scope encompasses upgrades to the existing Ivy Glen Pump Station—including installation of a new 8-10 foot wetwell, duplex submersible pumps rated at approximately 85 horsepower, variable frequency drives, a new generator, and SCADA component transfers—along with approximately 22,000 linear feet of 16-inch force main and 6,000 linear feet of 18-inch force main. CMAR services are divided into two phases: preconstruction services supporting design development through 90% completion, and construction phase services including procurement, construction management, startup, commissioning, and warranty services. Qualified proposers must maintain Georgia state licensure, an experience modification rate (EMR) not greater than 0.98, and a performance bond capacity of $8,900,000. Additionally, firms must demonstrate documented construction experience within the past ten years consisting of at least three pump station upgrades with a minimum project value of $2,000,000 using collaborative delivery methods and at least two force main projects of similar size and complexity. The mandatory pre-proposal meeting and site tour is scheduled for August 7, 2025, at 10:00 a.m. at the Frank Satterfield WPCP in Perry, Georgia, with proposals due by August 20, 2025, at 2:00 p.m. local time. The selection committee will evaluate proposals using a two-package submission structure with Package 1 covering qualifications and approach and Package 2 covering contract markups and pricing, awarding points on a 90-point scale plus up to 10 additional points for selected interview candidates based on weighted criteria including experience and capabilities (40 points), organization and management (5 points), project approach (25 points), and fees and rates (20 points). Contract execution and notice to proceed are targeted for September 22, 2025, with substantial completion by May 31, 2026, and final completion by July 31, 2026.
The RFP documents do not specify set-aside designations or restrictions limiting participation to particular organization types or disadvantaged enterprises. The CMAR firm must self-perform work representing a minimum of 55 percent of the project value, subject to Owner approval and legal constraints. The project requires compliance with all Georgia Environmental Finance Administration (GEFA) requirements, as funding will be provided through a combination of local funds and a GEFA loan. No incumbent vendors or current contractors are identified in the solicitation documents. The total project budget is $8,900,000, which includes program management, engineer-of-record services, and preconstruction and construction CMAR services. The CMAR contract will include the cost of work through commissioning and start-up, general conditions pricing, overhead and profit as a percentage markup, and a negotiated contractor contingency reflective of risks identified in the Preliminary Risk Register.

This request for proposals (RFP) for the East Perry Sewer Outfall Phase IIIA (Project) invites Proposals according to the requirements set forth in this RFP, including the format and content guidelines in Section 5. The Proposals will be reviewed and evaluated using a best-value selection process described in Section 6. During this phase, the Design Engineer will advance the design to the level of completion necessary to define the project and will provide construction-ready documents prior to the initiation of the construction-phase services. When the engineering firm¿s design reaches 90% completion, the CMAR Firm will present a construction schedule and an open-book guaranteed maximum price (GMP) or fixed price proposal to the Owner in accordance with the CMAR contract, which includes the cost of the work through commissioning and start-up, general conditions pricing, overhead and profit either as a percent (%) mark up, and a negotiated contractor contingency. When the Owner and CMAR Firm have agreed on the construction price, the construction-phase services are authorized and initiated. (If the Owner and the CMAR Firm are unable to agree on a price for construction-phase services, the Owner reserves the right to terminate the existing CMAR Contract and begin negotiations with another CMAR firm, or dire
