About this file

This is Addendum No. 2 to the Request for Proposal (RFP) issued by the City of Perry for the East Perry Sewer Outfall Phase IIIA Construction Manager at Risk (CMAR) project (RFP No. 2026-02). The addendum clarifies and modifies key requirements for the construction management services. Proposals must be submitted no later than Wednesday, August 20, 2025, at 2:00 p.m. local time. The scope includes a sewer outfall project with a specific focus on the Ivy Glen pump station upgrade, which entails installation of a new 8-10 foot wetwell connected to an existing setwell, duplex submersible pumps rated at approximately 85 horsepower, variable frequency drives in cooled panels under sunshade, a new generator, transfer of SCADA components as needed, and removal and delivery of existing pumps and generator to the City.

The addendum revises the self-performance requirement, now mandating that the CMAR firm self-perform elements representing a minimum of 55 percent of the project value, subject to Owner approval and legal constraints. The Owner's estimated construction cost is $8,900,000. Pricing proposals must utilize the Fee and Rate Proposal Form (Attachment G) provided in the addendum, with fees required for preconstruction-phase services (lump sum), general conditions cost estimates (lump sum, non-binding), payment and performance bonds, commercial general liability insurance, builders risk insurance, construction-phase services fees based on cost of work, and proposed construction contingency reflective of risks identified in the Preliminary Risk Register. All proposal submissions must include acknowledgment of this addendum.
