About this file

This is an addendum to the request for proposals issued by the City of Perry, Georgia for the East Perry Sewer Outfall Phase IIIA Construction Manager at Risk (CMAR) project, designated as RFP No. 2026-02. The addendum revises the safety record requirements for qualified CMAR firms submitting proposals for this two-phase project, which will utilize the construction management at-risk delivery method. During the preconstruction phase, the selected CMAR firm will provide services to support the Owner's Design Engineer in advancing the project design to 90% completion. Upon reaching this milestone, the CMAR firm will present a construction schedule and an open-book guaranteed maximum price or fixed price proposal to the Owner. Once the Owner and CMAR firm agree on the construction price, the construction-phase services are authorized and initiated.

The revised safety record requirement stipulates that the CMAR firm must have achieved an experience modification rate (EMR) of no greater than 0.98 for the current year and the past two years. This safety requirement supersedes any previous safety record language contained in the original RFP documents. The CMAR contract will include the cost of work through commissioning and start-up, general conditions pricing, overhead and profit as a percentage markup, and a negotiated contractor contingency. All proposers must acknowledge receipt of this addendum with their proposal submissions. If the Owner and selected CMAR firm cannot agree on a construction price, the Owner reserves the right to terminate the existing CMAR contract and initiate negotiations with another CMAR firm.
