About this opportunity
The City of Pflugerville, Texas is requesting proposals for redevelopment or repurposing of city-owned property at 101–105 E. Pecan Street in downtown Pflugerville under RFP 2026-013, with proposals due March 18, 2026 at 2:00 p.m. CST. Mandatory property tours are scheduled for March 6, 2026 from 8:00 a.m. to noon.
The City seeks a qualified developer or real estate investment company to revitalize a 0.26-acre site containing a 1,845 square-foot wood-frame building constructed in 1947. Primary desired uses are restaurant and food & beverage, retail, and entertainment venues with potential complementary accessory uses. The scope requires high-quality development including exterior repairs and enhancements, parking improvements, building aesthetic upgrades, and assessment and repair of mechanical, electrical, and plumbing systems. The property is zoned General Business 1 (GB1) and subject to Downtown District Overlay requirements; any exterior changes beyond like-for-like repairs must comply with current adopted codes and Downtown District Overlay standards and require staff consultation prior to implementation.
The City is open to multiple transaction structures — fee-simple sale, long-term ground lease, building lease, or master lease — per Texas Local Government Code. No minimum parking requirements are mandated; six existing parking spaces are available for resurfacing, and street parking exists off First Street. City water and wastewater services are adjacent. The property is appraised at $201,587. All facility updates are the financial responsibility of the proposer; respondents may propose financial incentives such as TIRZ funding, fee waivers, Chapter 380 grants, or facade improvements and must clarify whether such incentives are necessary for project viability.
Proposals must not exceed 25 single-sided pages and include cover letter, executive summary, project team and key personnel information, minimum three completed projects within the last 15 years, proposed approach and vision, and capability to execute. Evaluation criteria (weighted): Respondent Experience (20%), Team Experience (10%), Project Approach (50%), and Financial Feasibility (20%). Financial feasibility should be demonstrated through a pro forma. Respondents must submit certification forms including HUB, Conflict of Interest Questionnaire, Debarment Certification, Non-collusion Affidavit, litigation and bankruptcy disclosures covering ten years, and Texas Public Information Act acknowledgment.
Questions were due February 20, 2026; Q&A and addenda were posted by February 27. Shortlisted respondents will be notified March 27; interviews are scheduled April 2; recommendation April 7; final selection by City Council April 14.
