About this file
This is Addendum No. 2 to RFP 2026-013, a Q&A document issued by the City of Pflugerville, Texas Purchasing Services Department regarding the redevelopment or repurposing of city-owned property located at 101-105 E. Pecan Street. The RFP seeks proposals for the strongest overall activation of the 0.26-acre site containing a 1,845 square-foot historic wood-frame building constructed in 1947. The City is open to either sale or lease structures and welcomes multiple transaction options from respondents, including fee-simple sales, long-term ground leases, building leases, or master leases. Property tours were made available on Friday, March 6, from 8 a.m. to noon, with the proposal deadline set for March 18. The property was last inspected in 2024, and the inspection report is included in the bid documents. City water and wastewater services are adjacent to the property, though all utilities require field verification. No minimum parking ratios are mandated under the Unified Development Code, though six existing parking spaces are available for resurfacing, and street parking exists off First Street to the west.
The property is appraised by Travis County Appraisal District at $201,587. The City bears no project budget, with all facility updates to be the financial responsibility of the proposer as outlined in the RFP. Respondents are encouraged to propose recommendations regarding potential financial incentives such as TIRZ funding, fee waivers, Chapter 380 grants, or facade improvements, and should clarify whether such incentives are necessary for project viability. Any exterior changes beyond like-for-like repairs must comply with current adopted codes and Downtown District Overlay standards, requiring staff consultation prior to implementation. Evaluation criteria include Respondent Capability to Execute (20% weight) and Financial Feasibility (20% weight), with financial feasibility preferably demonstrated through a pro forma. Respondents must provide litigation and bankruptcy disclosures covering the past ten years.

1. Does the City prefer to sell or lease the property?
The City seeks the strongest overall proposal. We are open to sale or lease as we are looking for what best activates the site.
2. Has the property been recently inspected?
It was last inspected in 2024 and that inspection is in the bid documents.
3. Would parking need to comply with current zoning requirements? If a building addition makes sense, would street parking be allowed?
There is some street parking off 1st Street to the west of the property. Parking on FM 1825 is unlikely as the road is one lane in each direction with a center turn lane. Parking decisions would be made by the Texas Department of Transportation (TXDOT). There are no minimum parking ratios required in the Unified Development Code.
4. Is there an existing grease trap?
Any existing grease trap is likely not operable and would need to be resized for a future intended use.
5. Is there a list of current equipment inventory?
No
6. How can we access blueprints?
We do not have a blueprint. A plat is included in the bid documents.
7. Please provide the most recent survey of the property.
The most recent documents available are included in the bid.
Emily McGraw Cross-Out
8. Is there a budget for this project? Would the bidder be financially responsible for the updates?
The city does not have a budget for this project. The proposer’s financial responsibilities are outlined in the RFP and include facility updates.
9. Would the redevelopment have to adhere to the master development plan or would this property be grandfathered in? (Sidewalk specifications etc.)
Any proposal needs to meet all current codes. Nothing would be legally non-conforming if redeveloped. It may depend on the proposal.
10. What is the estimated value of the property?
The property is listed with the Travis County Appraisal District at $201,587. https:// travis.prodigycad.com/property-search
11. Will potential bidders be able to tour the property?
Yes, on Friday, March 6 from 8 a.m. - noon the property will be available for touring. (Addendum #1)
12. Site Access: Will the City schedule interior/exterior site visits for 101-105 E. Pecan Street (1,845
SF historic building) before the March 18 proposal deadline? Please provide process, available dates, and contact.
Yes on Friday, March 6 from 8 a.m. - noon the property will be available for touring.
13. Transaction Structure: Does the City prefer fee-simple sale (per TX Local Gov Code), long-term ground lease, building lease, or master lease? Should respondents propose multiple options?
The City seeks the strongest overall proposal. We are open to sale or lease as we are looking for what best activates the site. You may provide multiple options if you feel it’s appropriate.
14. Financial Incentives: Is the City open to participation via TIRZ funding, fee waivers, Chapter 380 grants, façade improvements, or shared infrastructure costs for projects aligning with Downtown
Action Plan 2022-2027 activation goals?
The City seeks the strongest overall proposal. You may propose your recommendation for consideration. If TIRZ funding, fee waivers, Chapter 380 agreements etc are part of the requirements for your proposal to proceed then please include your response and clarify if it’s necessary for you to proceed and/or if received how these strengthen your proposed project.
15. Parking Requirements: Beyond 6 existing spaces (to be resurfaced), what minimum ratios apply to restaurant (primary use), retail/entertainment? Are adjacent public/shared spaces available/ expected?
There is some street parking off 1st Street to the west of the property. Parking on FM 1825 is unlikely as the road is one lane in each direction with a center turn lane. Parking decisions would be made by the Texas Department of Transportation (TXDOT). There are no minimum parking ratios required in the Unified Development Code.
16. Historic/Design Standards: Any required approvals under Downtown District Overlay, Architectural Design Standards, or historic review for exterior repairs, patio expansion, signage, or façade enhancements on 1947 wood-frame structure?
Any exterior changes, other than repair (like for like) would need to meet the current adopted codes.
Prior to all changes, any applicant will need to discuss changes with staff to ensure the work is allowed and permits are not needed.

17. Utilities/Code Upgrades: Confirm status of water/wastewater (City), Oncor electric, MEP systems, ADA accessibility, fire/life safety from recent assessments (Energizing the Core Report).

18. Evaluation Criteria Detail: For "Respondent Capability to Execute" (20%) and "Financial Feasibility" (20%), preferred format for pro formas, cap tables, lender LOIs, or equity commitments? Litigation/bankruptcy disclosure timeframe (7 years confirmed)?
The committee will evaluate the respondent’s plan, their historical successes and capability to execute the plan as presented. For financial feasibility, a pro forma is preferred. No specific format is required. Please provide litigation/bankruptcy disclosure within the past 10 years.
19. Use Preference: Among restaurant/F&B, retail, entertainment (4.2), strong City priority for this 0.26-acre GB1 site? Restaurant with patio activation aligns with Strategic Action Plan 3.1—viable?
