About this opportunity

RFP-17-21 is a design-build procurement issued by the Commonwealth of Kentucky Department for Facilities and Support Services, Division of Engineering and Contract Administration, in coordination with the Kentucky Department of Military Affairs, for construction services at the Harrodsburg National Guard Readiness Center located in Mercer County, Kentucky. The solicitation seeks a qualified design-builder to provide comprehensive design and construction services for a solar photovoltaic system and LED lighting upgrade project. The scope of work requires installation of a grid-tied roof-mounted photovoltaic array with a minimum 35.1 KW DC rating and 30 KW AC inverter capacity designed to produce a minimum of 42,700 kWh annually; replacement of ten pole-mounted exterior HID luminaires with LED fixtures; replacement of seven building-mounted fixtures with LED alternatives; and replacement of approximately 101 interior fluorescent and incandescent fixtures with LED units, including specialized fixtures in shower areas, latrines, and hazardous materials closets. The design-builder must provide web-based monitoring systems with 25-year data recording capacity and BACnet communication protocols, obtain all necessary building permits and approvals, furnish performance and payment bonds equal to 100 percent of the contract sum, provide comprehensive as-built documentation, and deliver one-year post-completion warranty coverage. The proposal evaluation will use a one-step method scoring proposals on technical and qualifications criteria (50 points), guaranteed maximum price (25 points), and guaranteed maximum price per kilowatt AC rating (25 points). The deadline for written proposals is August 17, 2020, at 3:00 PM EDT, with evaluation scheduled for approximately August 24, 2020, notification on August 25, 2020, and contract award anticipated in September 2020. The design-builder must achieve substantial completion within 180 calendar days and final completion within an additional 30 calendar days from the commencement date, with design commencement required no later than ten calendar days after award and construction mobilization no later than fifteen calendar days after the date of commencement. Liquidated damages of $250 per day apply for delays in substantial completion and $125 per day for delays in final completion.

The procurement documents do not identify specific set-aside designations, disadvantaged enterprise restrictions, or incumbent vendor information. The contract establishes a guaranteed maximum price budget of $165,000, representing the maximum not-to-exceed amount for all design, permitting, and construction services, with proposals exceeding this amount subject to disqualification. A response guarantee of five percent of the guaranteed maximum price must accompany all proposals in the form of a bid bond or certified check. Bids must be submitted in person to the Finance Division of Engineering & Contract Administration at The Bush Building, 403 Wapping Street, 2nd Floor, Frankfort, Kentucky 40601, with online bidding prohibited. Vendors submitting proposals must combine all bid documents, equipment lists, bid bonds, and supporting materials into a single PDF file and may arrange pre-proposal site visits by contacting SFC James M. Arnold at the facility. The design-builder must maintain comprehensive insurance coverage including general liability of $1,000,000 combined single limit per occurrence and $3,000,000 annual aggregate, automobile liability of $500,000, and workers' compensation with statutory benefits, and must comply with prevailing wage requirements where applicable, nondiscrimination and affirmative action provisions under Kentucky law, and all state and federal OSHA safety regulations. Interested parties should contact Margaret MacDonald at 502-564-5182 for additional information regarding the solicitation.
