About this opportunity

The Commonwealth of Kentucky, Finance and Administration Cabinet, Division of Engineering and Contract Administration, on behalf of the Kentucky Horse Park in Fayette County, is seeking an Energy Services Performance Contractor (ESCO) through Request for Proposal RFP-14-26 to develop and implement a comprehensive Energy Savings Performance Contract (ESPC). The procurement encompasses energy conservation services and capital improvements across a 119-building complex totaling approximately 715,000 gross square feet located in Lexington, Kentucky. The ESCO will be responsible for conducting a detailed technical energy audit, designing and installing energy and water conservation measures, providing maintenance and monitoring services, and verifying performance in accordance with the International Performance Measurement and Verification Protocol (IPMVP). Key deliverables include guaranteed minimum annual combined energy, water, and operations and maintenance (O&M) savings with performance and payment bonds, comprehensive insurance coverage with the Commonwealth named as additional insured, detailed as-built drawings, and operation and maintenance manuals. The contract term will be mutually determined to ensure positive net cash flow with a recommended twelve-year duration, may be extended based on equipment life expectancy not to exceed U.S. Treasury limits for Qualified Energy Conservation Bonds, and funding will be secured through the Kentucky Green Bank under Senate Bill 61 with tax-exempt financing. The ESCO must absorb all project costs including design, engineering, installation, maintenance, repairs, and debt service through verified savings, with the Owner incurring no initial capital costs. A mandatory site visit and walk-through is scheduled for August 6, 2025, at 10:00 AM ET at the Kentucky Horse Park Maintenance Building and Farmhouse; proposals are due September 10, 2025, at 1:30 PM ET through electronic submission via MoveIT, with shortlist selection on September 17, 2025, and finalist interviews on September 25, 2025. For additional information, interested vendors should contact Amanda Greer at the Division of Engineering and Contract Administration at 502-782-8545 or Amanda.Greer@ky.gov.

The RFP does not specify set-aside designations, disadvantaged enterprise requirements, or restrictions on the types of organizations that can respond to this procurement. No incumbent vendors or current contractors are identified in the solicitation documents. The ESCO must demonstrate compliance with all applicable federal, state, and local laws and regulations, obtain all required governmental permits, and be responsible for hazardous materials removal at the ESCO's cost. The contract may be subject to annual appropriations, with early termination provisions available for both parties, and the Commonwealth retains the right to reject any or all proposals. No specific contract award value or budget range is disclosed in the solicitation materials; however, the financial structure ensures that all project costs and debt service are recovered through the guaranteed energy, water, and O&M savings verified over the contract term. Proposers should reference the complete RFP document and attachments for detailed evaluation criteria, technical specifications, submission requirements, and all terms and conditions governing the procurement.
