About this opportunity
Clayton County Public Schools in Georgia is soliciting proposals under RFP 005-27 for Concessions, Catering, & Premium Beverage Management Services, with proposals due November 10, 2026. Respondents must submit Small Local Business Enterprise (SLBE) required documents under Appendix D and comply with SLBE program requirements under Appendix C, and noncompliance with stated SLBE utilization commitments risks termination for default and loss of future CCPS awards for one year.
Scope covers concessions across nine schoolhouse stands, with Stand 8 designated for "District Eats" and the remaining stands (1–7 and 9) handling general concessions, along with district catering and banquets, suite and premium hospitality, and alcohol and premium bar service. Exhibits include concept designs for the nine stands and an arena floor plan that proponents must incorporate into operational plans.
Proponents propose commission percentages on four revenue streams with minimum baseline splits: 20% of Concessions Gross Sales (Stands 1–7 and 9) against a $800,000 benchmark, 15% of District Catering & Banquets against a $250,000 benchmark, 15% of Suite & Premium Hospitality against a $200,000 benchmark, and 35% of Alcohol & Premium Bar Service against a $250,000 benchmark. Proponents also specify an Annual Minimum Guaranteed Return to CCPS as a lump sum. Section 2 evaluates upfront, unamortized, non-refundable contributions for initial capital investment (branding, POS hardware, equipment, and stand buildouts), an annual CTAE and District Eats (Stand 8) support fund, and an annual equipment repair and maintenance fund.
All financial terms must be entered on the Euna Procurement (formerly Bonfire) Bid Table, which proponents may not modify. Alternate cost schedules, conditional financial terms, and supplemental rate sheets are not accepted. Costs must be fully inclusive of labor, equipment, POS integrations, training, licensing support, and capital investment, and any no-charge element requires $0.00 or "Included" entry. CCPS assumes no responsibility for undisclosed fees or surcharges.
Appendix C requires signed, notarized declarations under penalty of perjury covering E-Verify work authorization, anti-lobbying, non-collusion, kickbacks and gratuities, debarment, non-discrimination, and subcontractor and supplier payment obligations. The Reference and Release Form requires up to four professional references, and CCPS is authorized to contact them directly. All forms must be returned with the proposal to constitute a responsive bid.
