About this file

This Cost Proposal Form is Attachment B to RFP 005-27 for Concessions, Catering, & Premium Beverage Management Services issued by Clayton County Public Schools (CCPS) in Georgia. Proponents must submit all financial terms, commissions, rates, and fees through the Euna Procurement (formerly Bonfire) Bid Table platform. The cost proposal must be fully inclusive of all operational management, labor, equipment, POS technology integrations, administrative overhead, staff training, licensing support, and capital investments required to fulfill the complete scope of services. If any service or cost element is included at no additional charge, proponents must enter $0.00 or mark it as "Included" in the designated cell. Proponents are prohibited from modifying, restructuring, or altering the Euna Bid Table format, and any unauthorized modifications may render the proposal non-responsive and subject to rejection. Alternate cost schedules, conditional financial terms, or supplemental rate sheets will not be accepted or evaluated.

The cost proposal consists of two sections: Commission Structure & Financial Return and Capital & CTE Program Commitments. Section 1 requires proponents to propose commission percentages for four revenue streams with minimum baseline splits of 20% for Concessions Gross Sales (stands 1-7, 9), 15% for District Catering & Banquets, 15% for Suite & Premium Hospitality, and 35% for Alcohol & Premium Bar Service, calculated against benchmark gross revenues of $800,000, $250,000, $200,000, and $250,000 respectively. Proponents must also specify an Annual Minimum Guaranteed Return to CCPS as a lump sum. Section 2 evaluates upfront, unamortized, non-refundable financial contributions for Initial Capital Investment (Branding, POS Hardware, Equipment, Stand Buildouts), CTAE & "District Eats" (Stand 8) Annual Support Fund, and Annual Equipment Repair & Maintenance Fund. CCPS shall not be responsible for any fees, surcharges, or financial obligations not explicitly disclosed and submitted on the mandatory Euna Bid Table.
