About this file
This is a Request for Offer (RFO) document issued by Harris Health System, a publicly funded healthcare system in Harris County, Texas, seeking qualified consultants to provide Workers Compensation Claims Consultant services. Harris Health System, which employs approximately 10,000 employees and processes an average of 300 workers compensation claims annually, requires consultants to conduct monthly reviews of new claims, monthly reserve assessments for open claims, quarterly claims reviews with the Third Party Administrator, quarterly cost containment reviews, and provide consulting advice on state regulatory filings, claims disputes, secondary injury fund recoveries, subrogation opportunities, and loss mitigation strategies. The initial contract term is one year, with four optional one-year renewal periods subject to Board of Trustees approval and Harris County Commissioners Court budget approval. Questions are due February 26, 2026, with proposals due March 5, 2026. Quarterly claim review sessions typically examine 20 to 25 files per session.
Pricing must be submitted in two formats: a fixed per-claim-reviewed rate and a quarterly lump-sum amount based on an estimated 20 to 25 claims reviewed quarterly, with all costs including labor, materials, overhead, and administrative expenses included in the rates. The current contractor is Zen Insurance Services. Evaluation criteria weight the solution at 40 percent, qualifications at 30 percent, and pricing at 30 percent. Minimum vendor qualifications require two or more prior clients with at least 5,000 employees served within the past five years, with supporting documentation required. The maximum available funding for the initial term is $50,000, and continued funding for renewal terms is subject to annual budget approval by the Harris County Commissioners Court. Contractors must comply with all applicable State of Texas workers compensation laws and regulations and maintain required insurance coverage including Workers Compensation, Employer's Liability, and Commercial General Liability. Vendors must submit proposals through the Harris County online Bonfire bidding system.

In addition to the above - and triggered by issues in the Quarterly Claim reviews - the Consultant will also provide advice for future loss mitigation as it might affect employee training issues, claim investigation issues, data collection issues, employment good practices, issues related Workers' Compensation internal procedures or more broadly HR policy, site inspection practices and forms of documentation or the mitigation of unsafe conditions as they present themselves in the claims discussions and review
