About this opportunity

The Commonwealth of Kentucky Finance and Administration Cabinet, Office of Statewide Accounting Services, is issuing a Request for Information (RFI 758 2700000006) on SAS Enterprise Financial Reporting Discovery, with responses due October 2, 2026 at 3:30 p.m. ET. This is a preliminary market-sounding exercise that does not constitute a commitment to issue an RFP, award a contract, or reimburse response preparation costs; vendors are explicitly prohibited from providing quotes or bids.

The Commonwealth operates an on-premises, three-tier financial reporting architecture consisting of an Oracle database (core financial data repository), a data warehouse, and SAP BusinessObjects 4.3 as the primary reporting platform. The environment supports approximately 2,500 enterprise user accounts with potential for significant concurrent access and contains roughly 5,000 Web Intelligence documents supporting both standardized and ad hoc analytical reporting. The Commonwealth intends to retain Oracle as its financial data repository while expanding modern dashboard and data visualization capabilities and maintaining support for detailed transactional reporting.

Vendors must address firm information, qualifications and experience (with government and ERP implementations), detailed solution overview, reporting capabilities, technical architecture, security and compliance standards, implementation timelines, estimated implementation costs, ongoing maintenance and support costs, and general pricing models. The critical technical requirement is explicit verification of compatibility with the Microsoft Government Community Cloud (GCC) environment; vendors must identify any limitations or alternative approaches if full compatibility is unavailable.

All responses must be submitted electronically through the Commonwealth's eProcurement system. Vendors must be registered in the Vendor Self Service System prior to submission. Written questions were due September 9, 2026; Commonwealth responses were posted September 23, 2026 (Addendum One extended the response date from September 16). Addendum Two, posted September 21, contains Commonwealth answers to vendors' written questions. All submitted information becomes public record after any contract award, regardless of vendor designation as proprietary or confidential.

Lana Durbin, CPPO, CPPB, KCPM, Statewide Procurement Analyst II, is the Commonwealth Buyer of record. Contact: 502-782-5341.
