About this opportunity

The State of Utah has issued a Request for Information (RFI) seeking input from insurance advisement vendors regarding costing models and pricing methodologies for insurance claims support services. This RFI, posted on April 27, 2026, with a response deadline of May 11, 2026, is designed to gather market intelligence before the State determines whether to issue a formal invitation for bids or request for proposals. Vendors are requested to submit detailed information about their pricing structures, rate cards, and cost buildups for three categories of claim complexity: simple, moderate, and complex/catastrophe (CAT) claims. Respondents must provide comprehensive cost analyses that include labor categories, hours per task, hourly rates, and underlying assumptions specific to government and public sector scenarios. The RFI emphasizes the State's interest in understanding how vendors develop and structure costs across varying claim types and factors that drive pricing changes, such as claim value, severity, geography, and turnaround time. All communication regarding the RFI must occur through formal responses or during the designated question and answer period; vendors are explicitly prohibited from contacting the State directly. It is important to note that responses to this RFI are non-binding and will not result in contract awards; however, vendors who submit responses may be eligible to participate in any resulting procurement process, with future awards based on competitive evaluation criteria and scoring.

The RFI documents do not specify set-aside designations, restrictions on respondent types, incumbent vendors, or existing infrastructure requirements. Additionally, no award values or budget ranges are disclosed in the available materials. Vendors submitting responses should be prepared to claim business confidentiality for trade secrets and commercial financial information under Utah Code 63G-2-305 by submitting both redacted and non-redacted versions of their proposals, with the understanding that confidential materials must be identified with specific page and paragraph references and supported by a concise statement of reasons. The Division of Purchasing will not redact proposals on behalf of vendors who fail to submit properly prepared redacted versions. The State has made clear that this RFI is informational only and does not obligate it to issue a subsequent formal solicitation or enter into any contractual relationship, and submissions are protected from public disclosure under applicable state law.

Opportunity text

The purpose of this RFI is to: obtain information, comments, or suggestions from potential vendors before issuing an invitation for bids or request for proposals; determine whether to issue an invitation for bids or a request for proposals; and generate interest in a potential invitation for bids or a request for proposals. Vendors should not contact the State regarding this RFI. All communication should be either by responding to this RFI or by submitting a question during the question and answer period. This RFI is not a procurement process and may not be used to make a purchase or enter into a contract. A procurement unit is required to use a standard procurement process, or comply with an exception to the requirement to use a standard procurement process described in Part 8, Exceptions to Procurement Requirements, in order to make a purchase or enter into a contract. A response to a request for information is not an offer and may not be accepted to form a binding contract. Information submitted to or by a governmental entity in response to a request for information is protected under Section 63G-2-305. We are most interested in costing models for this type of serice. Please see the document listed in the files and respond to the question therein.
