About this file
This is a Request for Information (RFI) issued by the State of Utah seeking information from the insurance advisement industry regarding costing models for insurance claims support services. The RFI is designed to gather market information before determining whether to issue a formal invitation for bids or request for proposals. Respondents are requested to provide detailed information about their pricing methodologies, rate structures, and sample cost buildups for government and public sector scenarios. The RFI specifically requests pricing information for three claim complexity levels—simple, moderate, and complex/CAT (catastrophe) claims—along with representative cost analyses that include labor categories, hours per task, rates, and underlying assumptions. Submissions to this RFI will not result in a contract award, and vendors should not contact the State directly; all communication must occur through formal responses or the designated question and answer period.
Vendors submitting responses to this RFI may be eligible to participate in any resulting procurement process, though future awards will be based on evaluation criteria and competitive scoring. The State is particularly interested in understanding how insurance advisement vendors develop and structure costs across varying claim types and complexities, including what factors drive pricing changes such as claim value, severity, geography, and turnaround time. Respondents must provide sample rate cards and detailed level-of-effort documentation that demonstrates how costs are calculated for representative government and public sector insurance claims. This RFI is informational only and does not obligate the State to issue a subsequent solicitation or enter into any contractual relationship.
