About this opportunity
The Georgia Technology Authority's Enterprise Portfolio Management Office (EPMO) issued a Request for Information (RFI) for Georgia Enterprise Management Suite (GEMS) 2.0, a cloud-first solution designed to consolidate manual, disparate tools into a unified platform for managing the state's technology project investment lifecycle. The procurement seeks supplier information on comprehensive system capabilities across eight key areas: Software Development Lifecycle support, User Experience Design, Development Productivity, Business Logic and Workflow, Integration and APIs, Platform Ecosystem, Governance, and Security and Quality of Service. The solution must track technology project investment data, enable efficient data storage and access, provide reporting and analytics dashboards, and incorporate artificial intelligence to streamline workflows and predict project investment outcomes across planning, pre-procurement, procurement, award, project assurance, and active project oversight phases. Required deliverables include a Low Code Application Platform (LCAP) with application lifecycle management principles, comprehensive project tracking with budget monitoring and schedule performance indices, role-based access controls, audit trails, and support for multiple file formats including Word, Excel, CSV, PDFs, and project schedules. Key objectives include serving multiple stakeholder groups including state agency leadership, procurement officers, project managers, GTA staff, and the public through a single point of access for data entry, tracking, monitoring, and reporting. Evaluation criteria emphasize ease of use, speed to solution implementation, case management capabilities, FISMA MODERATE compliance, SSAE18 SOC 2 Type II audit reporting, and U.S. data residency accessible only to U.S. citizens. The RFI closed on August 5, 2022, with written questions due by July 22, 2022, and GTA responses provided by July 29, 2022; the RFI ultimately received eight supplier responses.
No set-aside designations or restrictions limiting organizational types are specified in the available documentation. The RFI explicitly permits responses from both software manufacturers (OEMs) and solution integrators or partners working collaboratively, with no preference indicated for disadvantaged enterprises or minority-owned businesses. Computer Aid Incorporated (CAI) serves as the incumbent vendor under contract number ES-RFP-98000-27, with a term running from July 1, 2022, through June 30, 2023. The existing technology environment includes Microsoft Teams with SharePoint as the document repository, Power BI and Tableau for reporting and analytics, and Microsoft Power Platform and ServiceNow for various projects; all solutions must integrate with this existing infrastructure. The GTA has not provided a specific budget estimate for GEMS 2.0 but has indicated a preference to satisfy project objectives without increasing the current cost of ownership. Pricing responses should follow Project Management Body of Knowledge (PMBOK) guidelines for Rough Order of Magnitude (ROM) pricing with a range of -25% to +25%, and implementation availability prior to Q4 2022 is required.
Opportunity text
The Georgia Technology Authority, Enterprise Portfolio Management Office (EPMO) supports the technology investment decisions of State of Georgia agencies from idea to implementation and project archival currently using manual, disparate tools that contain static data. The EPMO is seeking information from suppliers who have the ability to architect a solution(s) across this Project Investment Lifecycle to optimize EPMO operations. Upon completion, this cloud-first approach called Georgia Enterprise Management Suite (GEMS) 2.0, will enable the EPMO to more efficiently track all technology project investment data collected, store, access, update and share this data as information in reporting and analytics dashboards, and position use of artificial intelligence to streamline workflows and predict project investment outcomes at scale.
