About this opportunity

The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Education and Labor Cabinet, is soliciting bids for a complete Vending Market System (VMS) to support the Kentucky Business Enterprise (KBE), the state licensing agency for Blind Vendors operating vending and food service operations in federal and state buildings, prisons, and military facilities across Kentucky. The procurement (RFB 758 2500000097) seeks one integrated system per award consisting of one MM6 Mini Self-Checkout Kiosk with OptConnect wireless solution, two All-State MMS272 units with shelving and baskets, one Evoca EMBLEM speaking coffee machine, one All-State AS272-5 MT-N/L Condiment Stand with three Braille microwaves, one All-State MMS492 unit with shelving and baskets, and one additional microwave unit. The selected vendor must provide repair services, annual maintenance including processing fees, installation and setup within 30 calendar days of request, and comprehensive training in accessible formats (including Braille materials) for visually impaired managers and staff. All deliveries must be made to the KBE Warehouse in Frankfort between 8:00 a.m. and 3:00 p.m., Monday through Friday. The Request for Bid was issued August 16, 2024, with written questions due by August 20, 2024 (no questions were received), and bids due at 1:30 p.m. Eastern Time on September 4, 2024. Award will be based on best value using a 100-point evaluation criterion: 90 points for price, 5 points for delivery (30 calendar days required with bonuses for faster delivery), and 5 points for warranty (12-month minimum required). The contract period is one year from award date with four optional one-year renewal periods subject to mutual written approval and potential price renegotiation.

Bidders must be registered in the Commonwealth's Vendor Self-Service system at least 24 to 48 hours before bid submission, and all bids must be submitted electronically through the Kentucky eProcurement system; paper bids are not acceptable. Kentucky resident bidders receive reciprocal preference scoring, and qualified bidders including Kentucky Industries for the Blind receive a 15 percent preference under applicable state law. Vendors must maintain Commercial General Liability Insurance of $1,000,000 per occurrence and $2,000,000 aggregate, Automobile Liability Insurance of $1,000,000 combined single limit if delivering or providing on-site services, and Professional Liability Insurance of $1,000,000 per claim. Proposed pricing must remain valid for a minimum of 60 calendar days after the bid due date, and price increases are prohibited during the first 12 months of the contract; thereafter, increases may be requested with industry-wide justification and 30 days' advance notice. All pricing must be submitted exclusively on the attached Bid Sheet (Attachment B), and the bid must include all line items or be deemed non-responsive. The solicitation documents do not disclose incumbent vendors, specific contract values, or budget ranges, and vendors must complete required affidavits addressing campaign finance compliance, resident bidder status (if claiming such status), and qualified bidder status (if applicable). Vendors must also comply with Kentucky's Personal Information Security and Breach Investigation Act requirements, including maintaining security procedures consistent with Commonwealth Office of Technology standards and reporting any breaches within 72 hours.
