About this opportunity

The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Commonwealth Office of Technology (COT), is issuing Request for Bid (RFB) 758 2400000501 to establish up to four master agreements for the procurement of satellite phones, radios, accessories, and related services for use by all state agencies and eligible political subdivisions, including Elliott County. The solicitation seeks vendors to provide MSAT G2 and Iridium satellite phone models (including the Iridium 9555 and 9575 Extreme Ruggedized Phone), along with comprehensive services including device activation, monthly and prepaid airtime plans, private mode activation, dispatch services, emergency referral services, talk group services, technical support available 24/7/365, and warranty terms exceeding 12 months. Vendors must submit detailed pricing on the provided bid sheet covering per device fees, monthly fees, percentage discounts off manufacturer's suggested retail price (MSRP) for accessories, and usage per-minute charges. Award will be made on a best value basis using a points-based evaluation system with the following weighted criteria: per device fees (30 points), monthly fees (30 points), percentage off MSRP for accessories (10 points), and usage per-minute charges (30 points), with the lowest-priced bidder in each category receiving maximum points and subsequent bidders scored proportionally. The bid closing date and time is 1:30 p.m. ET on April 5, 2024, with electronic submission required through the Kentucky eProcurement system; vendors' written questions were due by 12:00 p.m. ET on March 18, 2024, with Commonwealth responses issued by March 26, 2024. The initial contract period is one year from the date of award, with optional renewal for up to five additional one-year periods subject to written approval by all parties and potential renegotiation of terms and conditions. All vendors must register in the Kentucky Vendor Self Service System at least 24 to 48 hours before bid submission.

Kentucky resident bidders receive reciprocal preference equal to preferences given by other states to their residents, and qualified bidders including Kentucky Correctional Industries and Kentucky Industries for the Blind receive preference equal to 20 percent of maximum points, while other qualified bidders such as nonprofit agencies for individuals with severe disabilities receive 15 percent preference. All bidders must submit the Required Affidavit for Bidders (Attachment C), attesting under penalty of perjury that they have not knowingly violated Kentucky campaign finance laws and comply with nondiscrimination and tax compliance requirements. Pricing shall be quoted on an F.O.B. Destination Freight Prepaid and Allowed basis, exclusive of federal excise taxes and Kentucky sales or use taxes, with prices remaining firm for the first 12 months; thereafter, price increases may be requested with written justification based on industry-wide price changes at the Commonwealth's discretion. All vendors handling Commonwealth personal information must comply with Kentucky's Personal Information Security and Breach Investigation Procedures and Practices Act (KRS 61.931 et seq.), implementing security procedures at least as stringent as those established by the Commonwealth Office of Technology, and must maintain all Commonwealth data within the contiguous United States with encryption requirements for sensitive data both in transit and at rest. Equipment and services shall be shipped to the Commonwealth Office for Technology Enterprise Field Services Branch at 101 Twin Oaks Circle, Frankfort, Kentucky 40601, with invoicing directed to COT.Invoices@ky.gov. No specific contract award values or budget ranges are disclosed in the solicitation documents.
