About this opportunity
The Kentucky Administrative Office of the Courts (AOC), Commonwealth of Kentucky Court of Justice, is soliciting sealed bids for general contractor services to construct an administrative building for the Kentucky Court of Appeals at 1004 Vandalay Drive in Frankfort, with a pre-bid conference on November 4, 2026 and bids due December 8, 2026 at 2:30 p.m. Eastern Time. No set-asides are indicated. Bidders must be authorized to conduct business in Kentucky and maintain good standing with the Secretary of State.
The general contractor furnishes all labor, materials, supplies, tools, and services across trades including concrete, metals, thermal and moisture protection, finishes, furnishings, fire suppression, plumbing, HVAC, electrical, electronic safety and security, earthwork, site utilities, and communications. Drawings and specifications were prepared by Brandstetter Carroll Inc. Bids are lump sum and must include a materials and equipment list with specific manufacturer and brand names, a subcontractor list across 22 branches of work, and unit prices per Section 01 2200. The AOC may require replacement of any proposed subcontractor on bid opening day, and noncompliance results in bid rejection. Alternate products require AOC approval through Attachment B, submitted to Solicitation@kycourts.net by November 20, 2026.
The project value will be determined by bids received. Substantial completion is due within 730 calendar days of commencement, with final completion 30 days later. The initial contract period runs through June 30, 2028 or final completion, whichever is later. Extensions require AOC Director and Legislative Research Commission Government Contract Review Committee approval. Award goes to the lowest responsive, responsible bidder under a scoring method allocating 90 points to cost (lump sum base bid plus accepted alternates) and 10 points to daily general conditions. Bid security equals 10% of the bid amount, and the selected bidder must furnish performance and payment bonds at 100% of the contract sum. Bids remain irrevocable for 60 days, and taxes are excluded because the AOC is exempt.
Addendum 1, issued November 3, 2026, answers 23 questions and revises drawings and specifications, including replacing Section 280513 in its entirety. Bidders must acknowledge the addendum on the bid form, and failure to do so results in disqualification. Attendance at the pre-bid conference is optional under the current RFB revision. Written questions are due November 20, 2026, with AOC responses anticipated by November 30. Award notice is anticipated on or about December 9, and contract execution by December 30. Bidding documents are available from Lynn Imaging's planroom and are non-refundable. All communications go to Solicitation@kycourts.net or the AOC Division of Procurement, and contact with KCOJ employees or consultants is prohibited during the procurement.
