About this file

This document is Addendum No. 1 to the Construction Documents for the Kentucky Court of Appeals Building project (Project No. 23051) located at 1003 Vandalay Drive, Frankfort, Kentucky, issued by Brandstetter Carroll Inc. on November 3, 2026. The addendum modifies the original bidding documents dated September 11, 2026, and includes four pages plus three attachments: revised Site Demolition Plan (C-002), Site Grading Plan (C-300), and Section 280513 for Conductors and Cables for Electronic Safety and Security. Bidders are required to acknowledge receipt of this addendum on the Bid Form, with failure to do so subject to disqualification. The addendum addresses 23 questions and clarifications regarding construction scope, including site demolition, earthwork, pavement removal, tree protection, utility work, electrical fixtures, and specification revisions. Key clarifications include confirmation that undercutting and soil stabilization requirements are shown on the revised C-300 drawing; existing pavement section depths are unknown and bidders must make assumptions with no additional compensation; concrete pavement removal is not intended; one protected tree on the east island is to remain with grades maintained under its drip line; and aerial imagery is outdated regarding tree locations.

The addendum includes multiple changes to drawings and specifications to address ambiguities and conflicts in the original documents. Drawing revisions involve correcting four OL8 lighting fixtures to OL10 designation at the entrance plaza, revising utility company charges to be paid by the Owner rather than the Contractor, clarifying storm structure and pipe removal locations, and adding boring locations to the grading plan. Specification changes address water utility requirements by replacing Kentucky American Water references with Frankfort Plant Board standards, revising wiring device materials to high-impact thermoplastic, correcting Division references from 23 to 32 for turf and plant work, revising earth moving compaction requirements to 98% standard Proctor under structures and building slabs, and replacing Section 280513 in its entirety. Additional clarifications address security system equipment responsibility, utility transformer charges, CAD file availability, and various architectural and electrical details including handrail profiles, emergency lighting fixture specifications, and sump pump electrical requirements.

Plan Holders

This addendum forms a part of the Construction Documents and modifies the original bidding documents dated September 11, 2026. Each bidder shall acknowledge receipt of this addendum in the space provided on the Bid Form. Failure to do so may subject the Bidder to disqualification.

This Addendum consists of four (4) pages, and the following attachments:

1. C-002 – Site Demolition Plan

2. C-300 – Site Grading Plan

3. 280513 – Conductors and Cables for Electronic Safety and Security

GENERAL ITEMS:

None.

QUESTIONS & CLARIFICATIONS:

1. Undercut / stabilization. Geotechnical report Sections 4.1 and 4.4 recommend undercutting fat clay 1.5 ft below slabs and pavements and replacing it with low-volume-change material, or chemically stabilizing it. S-101 shows no undercut, Section 31 20 00, 1.6.C makes the report information only and refers to the Drawings, and S-001 (Grade Supported Floor

Slabs, note 1.C) applies the report's earthwork recommendations to the slab subgrade. Is any undercut or stabilization part of the base bid (locations and depth)? Or is it paid as authorized additional excavation (31 20 00, 3.8) at the bid unit prices?

A. Refer to replacement Drawing C-300 for requirements for undercutting and replacing soil under the proposed building pad.

2. Slab subgrade compaction. Through S-001 note 1.C, the report calls for 98% standard Proctor under slabs (Section 5.3); 31 20 00, 3.15.C.1 calls for 95%. Which governs under the building slab?

A. Refer to revised specification Section 312000 Earth Moving 3.15.C.1.

3. Reuse of on-site soil. May on-site lean clay (CL) be used as fill and backfill where the testing agency approves it, with only the existing fat clay (CH) fill exported as unsatisfactory (31 20

00, 2.1)?

A. Yes, reuse of suitable on site soil material is allowable where directed by the testing agency.

4. Existing pavement section. All 2023 and 2025 borings were in grass areas. Please provide the existing asphalt and aggregate base thickness in the C-002 keynote 2 full-depth removal areas.

A. Existing pavement section is unknown and likely to vary across the site. Bidders will have to make assumptions regarding existing asphalt and aggregate base depths. No additional compensation will be considered for pavement removal.

5. Storm structures and pipe. C-001 keynote 4 marks nine existing structures to be removed; C-

002 keynote 6 points to only four. Confirm all nine are removed. C-002 shows pipe removal

(keynote 7) only on the south run; confirm whether pipe at the other structures is also removed, with extents, sizes and material.

A. Refer to revised Drawing C-002 for keynote clarifications of intent of existing storm removal inlets.

6. Concrete pavement. The C-002 legend lists "existing concrete pavement to be removed," but no area on the plan carries that hatch. Confirm no concrete pavement removal is intended.

A. Correct, there is no concrete pavement removal intended.

7. Curbs at the north islands. Two north islands are hatched keynote 12 (landscape island to be removed), but their curbs are not marked keynote 1. Confirm the curbs around these islands are removed.

A. See revised Drawing C-002 for additional clarification.

8. Protected tree in an island. The keynote 9 tree protection at the east end of the lot is inside an island hatched keynote 12. Confirm the tree remains and how much of the island around it stays in place.

A. Correct, protect one tree in plan east (actual south) island / lot as shown. Grade under drip line of tree to remain in place to protect roots.

9. Tree removal limits. Aerial imagery shows more trees along Vandalay Drive near the limits of disturbance than are marked keynote 8. Confirm only keynote 8 trees are removed.

A. Aerial imagery available online is outdated. There has been significant road construction and a roundabout constructed on Vandalay Drive that removed many of the trees that show up in current online aerials. Please refer to the Site Survey included in the drawings, which includes an updated aerial photo and tree locations.

10. Signs. Keynote 10 says "typical all signs within limits of work." Please provide the number and locations of signs to be removed.

A. This note refers to any signage such as regulatory signage within the limits of demolition that would be incidental to removing pavements, curbs, islands, mass earthwork.

11. Utility markers. General note G requires salvaging and reinstalling existing utility markers.

Which markers are included, and where are they stored and reinstalled?

A. At this time there are no known utility markers. If any are encountered, these should be marked on field drawings and salvaged for later reinstallation.

12. Specification reference. 31 10 00, 1.2.B.5 refers to "Division 23 Section Turf and Grasses and

Plants" for finish grading and placing planting soil. Confirm this should read Sections 32 92 00

Turf and Grasses and 32 93 00 Plants.

A. Correct, this should read Division 32, not Division 23.

13. Please provide a definitive furnish/install responsibility matrix for security cameras, card readers, intercom stations, electric locks/strikes, door contacts, power transfer devices, security power supplies, access-control panels, DVR/monitor equipment, courtroom JAVS devices, pathways, cabling, terminations, programming, and testing. Section 28 14 52 generally includes pathways/cabling/rough-in and states Owner-furnished terminal devices are installed by Contractor, while E-503 includes Owner-furnished/Owner-installed courtroom

A/V cabling and other differing furnish/install notes.

A. Scope is defined on Contract Drawings, refer to Systems Scope of Work Schedule and details on Sheets E-002, E-502 and E-503.

14. Section 28 05 13 is included in the Kentucky Court of Appeals Project Manual, but its page headers identify “Project No. 21022 – Jessamine County Judicial Center.” Please confirm

Section 28 05 13 is intended to apply to Project No. 23051 and identify any requirements that are not applicable or require revision.

A. See updated section 280513 attached to this addendum.

15. Section 221113 contains references requiring valve boxes and water-service components to comply with KAW requirements, while the drawings identify Frankfort Plant Board as the serving water utility. Please confirm Frankfort Plant Board standards are the controlling utility requirements and that KAW references are not applicable to this project.

A. See revision to Specification section 221113 below.

16. Section 01 43 39 requires integrated exterior mockups, and A-502 depicts a mock wall constructed on a 6-inch concrete slab with bracing. Please confirm the required number of integrated mockups, whether the A-502 mock wall represents the full required mockup scope, and whether the temporary mockup/slab is to be demolished and removed after acceptance/testing.

A. The mock wall scope shown on A/502 is the full extent of the mockup scope. Refer to specification §014000.1.8-9 and §014000.1.8-10 for removal requirements of mockup.

17. The electrical drawings indicate the pad-mounted transformer is by the utility and assign the Contractor the pad, grounding, metering provisions, primary raceways, and secondary feeders. Please confirm whether any utility transformer/service-extension/contribution charges, permanent service fees, or meter fees are to be paid by the Owner/utility or included in the Contractor’s base bid. If Contractor-paid, please provide the applicable utility contact/fee basis or allowance.

A. Refer to Drawing Sheet E-002, Site Utilities General Note B and replace with “B. Charges from the utility company will be paid by the Owner”.

18. Can copies of CAD files be sent to bidders? We use for site work. Or sent out with the next addendum.

A. CAD files will not be made available during bidding but may be available upon request once contracts have when awarded. Contractors are to utilize the provided Bidding set of Contract Documents for bidding purposes.

19. Several architectural details contain incomplete references for the wall-mounted handrail, Base Profile B1, Trim Profile T1, and Rail Profile R1. Please provide the missing detail references and confirm the required profiles, materials, dimensions, attachment/blocking requirements, and finishes for these assemblies.

A. References for Base Profile B1, Trim Profile T1, and Rail Profile R1 are provided, including dimensions. Refer to details D1/A-502 and D2/A502. Submit specific references for any other perceived deficiencies or conflicts.

20. C-003 Note 48 requires final approval of pavement designs by the Geotechnical Engineer prior to construction. Please confirm that the pavement sections shown on C-601 are the final basis for bidIf [sic] revisions are anticipated, please issue the final approved pavement sections prior to bid.

A. Pavement sections shown on C-601 are the final basis for bid and are based on the Geotechnical report, no revisions are anticipated.

21. Sheet U-102 indicates four (4) OL8 fixtures at the entrance plaza outside Vestibule 100, with Keynote 26 requiring installation flush with the pavement, 2'-0" from the columns. However, Sheet E-601 identifies OL8 as a recessed ceiling-mounted downlight, while OL10 is scheduled as an in-grade luminaire. Additionally, Sheet E-101 identifies four (4) OL8 fixtures near Vestibule 112, but no OL10 fixtures have been identified on the electrical plans. Please confirm whether the four (4) OL8 fixtures shown on Sheet U-102 should be designated OL10 and clarify the required fixture quantities and locations for bidding purposes.

A. Refer to U-102. Revise 4 fixtures tagged as ‘OL8’ at columns to ‘OL10’.

22. Sheet E-101 identifies two (2) BE lighting fixtures; however, fixture designation BE is not included in the Light Fixture Schedule on Sheet E-601. Please provide the specified fixture description, manufacturer/model, emergency lighting requirements, and mounting details for the BE fixtures.

A. Add type ‘BE’ to Light Fixture Schedule on E-601 to be “Same as type “B” except with

10W integral emergency battery backup, nickel cadmium batteries, UL listed and five year warranty.”

23. Sheet U-102, Note 31 requires a receptacle pedestal with GFCI receptacle and 20A switch hardwired to the sump pump within the vault. Detail E-501 references the plans for circuit and conduit requirements; however, the only circuit designation identified is P1-39, scheduled with a 20A breaker on E-602. Please confirm whether both the GFCI receptacle and sump pump are to be served by circuit P1-39, or whether separate circuits are required.

Additionally, please confirm the sump pump electrical characteristics and any associated disconnecting or control requirements for bidding purposes.

A. Add to Sheet Note 31: “Sump pump/switch connected to load side of GFCI receptacle.”
