About this opportunity
The Commonwealth of Kentucky Department for Facilities and Support Services, Division of Engineering and Contract Administration, is requesting bids for custom modular stalls and interlocking rubber mats across four barns at Kentucky Horse Park in Lexington, with proposals due September 23, 2026, at 1:30 p.m. Eastern Time. A mandatory site visit is scheduled for September 11, 2026, at 11:00 a.m. at the facility, 4089 Iron Works Parkway, Lexington, Kentucky 40511.
The base bid scope requires provision and installation of stalls and mats for Barn A (100 stalls), Barn B (100 stalls), Barn J (84 stalls), and Barn K (84 stalls), plus nine alternate line items. The BP-2 General Contractor must coordinate with the concurrent BP-1 General Contractor to ensure synchronized scheduling and installation, with both bid packages achieving Substantial Completion simultaneously. Specification amendments clarify powder-coated finishes over 14-gauge 2-inch square galvanized tube frames in light gray, 1-inch-diameter tubes spaced 3 inches on center for grillwork, 2-inch square tubing for door and stall frames, and light gray HDPE panels. Approved manufacturers include Triton Barn Systems, Barnwalkers, and Grytfit/Humane Manufacturing LLC. Alternate manufacturers may be proposed subject to architect and owner approval during bidding. The scope includes attic stock totaling 15 additional 12' x 10' stall mat kits for Alternate #1 only; one stall mockup may be constructed as a permanent stall with approval.
Bidders must submit all required subcontractors (Interlocking Rubber Stall Mats, Equine Stall Systems Fabricator, Equine Equipment Installation Contractor) on the revised Subcontractor page; all blanks are mandatory. Subcontractors are subject to Division approval, and if replacement is requested on bid opening day, the apparent low bidder must provide a qualified replacement by close of business that day.
Bids must be submitted exclusively through the Commonwealth's eProcurement system at https://vss.ky.gov. Bidders enter $0.00 in the e-procurement system and submit the actual contract amount on the Official Bid Document as a single combined PDF with any required Bid Bond. All bidders must register in the Vendor Self Service System 24–48 hours prior to closing. A public bid reading via conference call occurs at 3:00 p.m. Eastern Time on the same date. Plans and specifications are available at no charge through https://www.stateofkyplanroom.com. Contact Purchasing Agent Susan Ward at 502-226-0335 or Susan.Ward@ky.gov for inquiries.
