The scope encompasses collection, processing, and recycling of e-waste with documented weights and compliant handling under all applicable environmental regulations. All commodity-based calculations must reference recognized industry pricing sources such as the Electronics Recycling Composite Index or scrap yard spot pricing. The County will determine the final compensation basis prior to award. Any bid that includes a fee charged to the County will be deemed non-responsive.
Vendors must ensure the County receives the highest available market price for each category of e-waste at the time of pickup and maintain transparent documentation of market rates available to the County upon request. Bidders must demonstrate a record of quality service and on-time delivery and provide references of at least three recent customers with volumes processed and performance periods. Bidders must document years in business performing e-waste recycling services in California and list all subcontractors with work responsibilities. The County may conduct reference checks and obtain financial ratings to determine responsibility.
The contract is subject to prevailing wage requirements under California Labor Code Division 2, Part 7, Chapter 1, Section 1720 et seq. The contractor must obtain and maintain comprehensive insurance including General Liability of $1,000,000 combined single limit, Commercial Automobile Liability of $1,000,000, and Workers' Compensation in compliance with California statutory requirements. Bids must be submitted online at https://ventura.bonfirehub.com/portal/?tab=login; facsimile and email submissions are not permitted. Bids remain valid for sixty days following the response due date. The County reserves the right to make partial awards, award to multiple vendors, reject any or all bids, or make no award.
