About this opportunity
Ventura County is soliciting bids through Request for Bid (RFB) 6238 for a Handheld X-Ray Imaging System, specifically seeking one tactical imaging system with advanced technological capabilities. The procurement targets a Cuatro Tactical 14x17 hand-held X-ray device or equivalent, with rigorous technical specifications including a 14.4V battery pack, high-resolution color touchscreen, operational temperature range of -4F to 140F, and comprehensive connectivity options like Wi-Fi, Bluetooth, GPS, and 4G/5G compatibility. The system must deliver advanced imaging capabilities with five color viewing modes, automatic contrast optimization, and penetration capabilities of up to 7 millimeters, with specific requirements for steel penetration, weight, and scan duration. Bids are due by 5:00 p.m. Pacific Standard Time on December 4, 2025, and must be submitted through the County of Ventura Vendor VIP website (Bonfire portal). Delivery is mandated within 30 days of purchase order receipt, with bidders required to provide completed specifications, formal quotes, executed federal terms and conditions acknowledgments, a Non-Collusion Affidavit, and Anti-Lobbying Certification.
The solicitation is funded through federal grants, which imposes additional compliance requirements including provisions for Equal Employment Opportunity, Davis-Bacon Act wage standards, and Clean Air Act regulations. While no specific set-aside designations are explicitly mentioned, the bid allows for cooperative procurement, permitting other Ventura County public agencies to potentially utilize the contract under the same terms and conditions. Bidders must indicate their willingness to extend pricing to other agencies, with three options: declining extension, agreeing with noted exceptions, or agreeing with no exceptions. The County reserves the right to reject any or all bids and to determine the lowest responsible bidder on an individual item, group of items, or comprehensive basis. Though no specific budget range is detailed, the procurement suggests a significant investment in advanced tactical imaging technology, with bidders required to provide comprehensive system specifications, accessories, and support capabilities including 24/7 U.S.-based customer support, remote diagnostics, and advanced loaner programs.
