About this file
This is an Anti-Lobbying Certification form for the County of Ventura's Request for Bid (RFB) 6238 for a Handheld X-ray Imaging System. The certification requires bidders to confirm that no Federal appropriated funds have been or will be used to influence government officials in connection with the award of this Federal contract, grant, loan, or cooperative agreement. The document establishes that all subrecipients and sub-awardees at all tiers must include identical certification language in their award documents and certify accordingly. The certification constitutes a material representation of fact required by Section 1352 of Title 31, U.S. Code, with submission being a prerequisite for entering into the transaction.
The document imposes significant penalties for non-compliance, including civil penalties ranging from $10,000 to $100,000 for each failure to file the required certification. Contractors must certify the truthfulness and accuracy of all statements and acknowledge that the provisions of 31 U.S.C. Chapter 38 regarding Administrative Remedies for False Claims and Statements apply to the certification. An authorized official of the contractor must sign the certification, providing their name, title, and date. This lobbying prohibition reflects Federal compliance requirements applicable to contracts funded through Federal sources, such as those administered by the U.S. Department of Homeland Security or FEMA.
