About this opportunity
Kenosha County is seeking to procure two brand-new mid-size 4-wheel drive SUVs through a competitive Request for Bid (RFB) process, specifically Bid #2314. The procurement requires vehicles that are 2023 or newer models, with mandatory specifications including a 4-door configuration, automatic transmission, backup camera, cruise control, electronic shift 4x4 controls, hands-free Bluetooth, power features, and all-season tires with a full-size spare. Bidders must be original manufacturers or authorized distributors with at least ten years of business experience and provide in-store or depot repair services with vehicle pickup and return within two business days. The evaluation will focus on selecting the lowest responsive and responsible bidder, with delivery timeliness as a secondary consideration. Key procurement dates include a May 25, 2023, deadline for questions, May 26, 2023, for potential addenda, a bid submission deadline of May 31, 2023, at 3:00 PM CT, and an estimated contract award date of June 5, 2023. All bids require a 5% bid bond or cashier's check, and must include a monthly lease price and total price in U.S. dollars, with no additional fees, down payments, or balloon payments permitted.
The solicitation does not explicitly mention any set-aside designations for disadvantaged businesses or specific restrictions on bidder qualifications beyond the standard experience and service requirements. Bidders must submit certificates of insurance meeting specified minimum liability limits and provide manufacturer's standard warranty documentation. The lease term is established at 36 months with a 36,000-mile limit, and the County is tax-exempt under CES number 008-1020421892-06. State title and registration fees of $169.50 per vehicle are excluded from the bid price and will be added separately to the purchase order. While a specific award value is not directly stated, the procurement involves leasing two mid-size SUVs, suggesting a total contract value that would encompass the three-year lease period. The County reserves significant discretionary rights in the procurement process, including the ability to reject any or all bids, request additional information, clarify responses, and award only partial contracts.
