About this opportunity
The Commonwealth of Kentucky, through the Department for Facilities and Support Services and the Department of Military Affairs, is soliciting sealed bids for HVAC condensing unit replacement services at the Joint Support Operations facility located at 405 CAP Drive in London, Kentucky, in Jessamine County. This construction services procurement (RFB-212-24, issued March 19, 2024) requires the replacement of eight existing Daikin outdoor condensing units on a like-kind basis, replacement of seven branch selector boxes on System 1, installation of programmable thermostats for each of the eight systems, and salvage and reuse of all existing indoor units and line sets. The scope of work includes refrigerant recovery, removal and disposal of existing condensing units, vacuum and pressure testing of all systems, and system startup and testing. Bidders must provide a written 10-year warranty on all condenser units with 1-year coverage on parts and labor. The contractor must achieve Substantial Completion within 120 calendar days from contract execution, with Final Completion required 30 calendar days thereafter, and work is restricted to Monday through Friday, 7:00 AM to 5:00 PM Eastern Time. Liquidated damages are assessed at $750 per calendar day for delays beyond Substantial Completion and $500 per calendar day for delays beyond Final Completion. A pre-bid meeting was held February 20, 2024, and bids are due electronically through the Commonwealth's eProcurement Vendor Self Service system (https://vss.ky.gov) by March 21, 2024, at 1:30 p.m. Eastern Time, with public bid reading by conference call at 2:30 p.m. ET the same day.
All bidders must be registered and active on the Vendor Self Service website and comply with Kentucky campaign finance laws, Kentucky workers' compensation insurance requirements under KRS Chapter 342, and tobacco-free compliance regulations. Bidders must demonstrate good faith efforts to meet a Disadvantaged Business Enterprise (DBE) participation goal of 10 percent of the total estimated contract cost through utilization of certified DBE subcontractors and material suppliers. Kentucky resident bidders receive reciprocal preference against nonresident bidders from states that provide similar preferences. A bid guarantee of not less than five percent of the lump sum base bid is required, along with 100 percent Performance and Payment Bonds executed by surety companies authorized in Kentucky. All bidders must submit a notarized Required Affidavit regarding compliance with Kentucky campaign finance laws, a Sworn Affidavit for Resident Bidder Status, and a Vendor Report of Prior Violations covering violations issued within the last five calendar years. The contract will be awarded to the lowest-cost responsive bid submitted by a responsible bidder, though no specific contract award value or budget range is disclosed in the solicitation materials.
