About this opportunity
Madison County, New York is requesting bids for renovation of Building #4 Clerks Office at 138 North Court Street, Wampsville under RFB 2026-12, with bids due May 7, 2026 at 1:00 p.m. This is a prevailing wage Article 8 public work project subject to New York State Labor Law requirements; all workers must be certified for OSHA 10 safety training prior to work commencement, and all contractors and subcontractors must register with the New York State Department of Labor under Labor Law Section 220-i.
The scope encompasses a Level 2 alteration to the first floor clerk's office suite totaling approximately 4,510 square feet, including partial demolition of existing metal prefabricated wall systems, installation of new gypsum drywall partitions with sound batt insulation, new casework with Corian solid surface countertops, carpet tile flooring, ceiling work, HVAC ductwork modifications and diffuser relocation, electrical work including lighting, power, low-voltage data cabling, fire alarm relocation, and access control systems. Construction operations are restricted to normal business hours (7:45 a.m. to 5:00 p.m., Monday–Friday) for non-disruptive work; loud and disruptive operations such as tile demolition and core drilling must occur outside normal hours. The contractor must maintain continuous access to County facilities during business hours and coordinate all material deliveries to minimize on-site storage. No weather day extensions are permitted; overtime costs are the contractor's responsibility.
The project contract term runs May 15, 2026 through February 1, 2027, with construction commencement June 9, 2026 and substantial completion by January 1, 2027. A mandatory pre-bid meeting is scheduled April 6, 2026 at 1:30 p.m. at the Facilities Office, Building 4. Questions are due in writing by April 7, 2026 at 10:00 a.m.; final addenda will be posted by 4:00 p.m. April 8, 2026. A bid security deposit equal to 5 percent of the bid amount is required with submission. The successful bidder must submit a performance bond and labor and materials bond equal to 100 percent of the bid amount. Comprehensive insurance is mandated: workers' compensation, general liability ($1 million each occurrence; $2 million aggregate), automobile liability ($1 million combined single limit), umbrella or excess liability ($5 million per occurrence and aggregate), builders risk, pollution liability ($2 million per claim and aggregate), professional liability ($1 million per claim; $3 million aggregate), and cyber liability ($1 million per claim). Pricing must be firm for 45 days from bid opening and through the life of the contract. Madison County will award to the lowest responsible bidder and reserves the right to reject any or all bids, award in whole or in part, and increase or reduce quantities. No incumbent contractor exists for this project. Addendum 2 extended the original April 16 bid opening to May 7, 2026.
