About this file

This is Addendum No. 1 to Request for Bids (RFB) 2026-12 for the Madison County Building #4 Clerks Office Renovation project in New York, issued by King + King Architects on April 8, 2026. The addendum provides clarifications and modifications to the original bidding documents for the renovation of the County Clerk's office located at 358 West Jefferson Street, Syracuse, New York. The addendum addresses eight substantive questions submitted by bidders during the allowable questioning period, covering HVAC work scope, quarry tile floor preparation specifications, hazardous materials survey procedures, construction scheduling and work hour requirements, dust control partitioning at Column Line C, electrical specifications, temporary floor protection methods, and aluminum mullion details. Key clarifications include confirmation that all HVAC work is the responsibility of the bidding contractor (with Airside Technology Corp handling a separate adjacent building project), that self-leveling hydraulic cement underlayment should be installed to 3.25" thickness in the quarry tile area, and that loud and disruptive work such as tile demolition and core drilling must occur outside normal business hours while routine construction activities may proceed during standard hours. The addendum also clarifies that the Owner will relocate existing furniture and map cabinets, with only specified items being the contractor's removal responsibility.

The addendum establishes that September mobilization is acceptable provided the substantial completion date of January 1, 2027 is met, and requires contractors to submit acknowledgment of receipt of the addendum in the designated space on the bid form, with failure to do so potentially resulting in bid disqualification. Additional specifications address temporary dust control partitions along Column Line C and in the Lobby area, contractor responsibility for protecting existing work to remain, and detailed procedures for carefully removing and reinstalling acoustic ceiling tiles in the basement level only as needed for new electrical conduit installation. No metal recycling is mandated though it is encouraged, and contractors must coordinate with the County regarding any hazardous materials sampling rather than disturbing suspicious materials independently. Bidders are required to notify all affected subcontractors of the changes outlined in this addendum.

I. PART 1 – GENERAL REQUIREMENTS

A. CLARIFICATIONS: The following questions were asked during the allowable period:

1. Question: Is there someone that is contracted to do the HVAC work in the building already?

a. Response: No, there is not currently another HVAC project occurring in this building. All HVAC work included in the bid documents for this project will be the responsibility of the bidding contractor. There is an HVAC project in an adjacent building, where Airside Technology Corp is the HVAC contractor for that separate project.

2. How thick of a pour should we base the self-leveling for the quarry tile area? If existing mortar bed cross section detail with depth is available, please provide.

a. Response: Per the original drawings, the existing concrete slab is 8.5” thick. The 8.5” thick slab is recessed 3.25” in the quarry tile area and that 3.25” recess is filled with lightweight concrete fill and the quarry tile.

Following removal, GC shall provide a self-leveling, hydraulic cement underlayment capable of being installed to 3.25” thickness per manufacturer’s standard installation requirements.

3. Can a hazardous survey report be provided?

a. Response: Per the County, there are no identified suspicious materials within the work area. Should the Contractor wish to have any materials sampled, do not disturb the materials, and the County will coordinate that sampling and testing through their continuing service agreement with their vendor.

4. Is it safe to assume that the demo of the existing tile floor and core drilling are likely the only activities to occur outside of business hours due to volume?

a. Response: Specification section 011000 ‘Summary’ part 1.7 addresses this topic. Loud, disruptive and odor generating work at high levels are the key items to identify and plan outside of normal work hours. Those noted in the question would be categorized as loud and disruptive. County routinely has ‘normal’ construction activities occurring during normal business hours such as light demolition, flooring, framing, drywall, ceilings, casework, finishes, electrical, and HVAC work.

5. Please confirm temporary partitions along Col. Line C for dust control.

a. Response: Specification section 011000 ‘Summary’ part 1.7, B, 3 requires that all work areas be separated from Owner occupied areas. This would apply at or near column line C, the Lobby double doors, and basement areas effected by construction. Additionally this specification section requires that the Contractor prevent construction dust and odors from entering or being circulated by the existing building HVAC systems.

6. Please provide an electrical specification for basic materials.

a. Response: Refer to drawing E0.01 for electrical specifications.

7. Is there a metal recycling requirement?

a. Response: No, but it is highly encouraged.

8. Please provide a specification for the type of temporary floor protection over the existing carpet to remain.

a. Response: The Contractor is responsible for their own means and methods of protecting existing work to remain, as required by the specification.

9. Please provide a specification for the aluminum shown at mullion detail at A2/A5.01. Is this the typical detail for all three mullions?

a. Response: Yes, A2/A5.01 shall be typical detail at all three mullion/wall intersections. Specification is noted on detail - .040” thick, prefinished aluminum, dark bronze color to match existing window mullions.

10. Will existing cabinets on the west of Col. Line C be removed by others?

a. Response: The large map cabinets and other furniture which occupy the space will be relocated by the Owner. Only those items noted on A1.01 are responsibility of the Contractor.

11. Does construction have to occur over the summer?

a. Response: Refer to Specification section 011000 ‘Summary’ part 1.4, C. It is acceptable to the County to have a September mobilization as long as the substantial completion date (1/1/27) can still be met. Submittals and material orders should begin immediately so everything is prepared when Contractor mobilizes.

II. PART 2 – ARCHITECTURAL (GENERAL CONSTRUCTION)

A. Basement Level, Refer to Drawing E2.02: Contractor shall carefully remove existing acoustic ceiling tile (ACT) system only as needed to allow for new electrical conduit and cabling shown. Reinstall ACT system, patch and match, when work is complete and inspected.
