About this opportunity

The City of Manitou Springs is seeking bids for RFB 2024-012, a comprehensive water infrastructure project involving the construction of a Mesa II Bolted Water Storage Tank located in Manitou Springs, Colorado. The project encompasses a detailed nine-phase work sequence including mobilization, erosion control, excavation, site piping, tank foundation construction, tank erection, backfill, grading, site improvements, and final commissioning. Bidders must demonstrate substantial experience, specifically having completed five similar projects within the last five years, with expertise in underground utility work, concrete foundations, and water storage infrastructure. The procurement requires contractors to furnish 50% Payment and 100% Performance Bonds, with bids to be submitted electronically to specified city officials by 2:00 PM on July 11, 2024. A mandatory on-site pre-bid meeting is scheduled for June 13, 2024, at 2:00 PM at the project site access gate, with questions accepted until 2:00 PM on July 9, 2024. The contract will be awarded to the lowest responsive and responsible bidder, with the City reserving the right to waive irregularities or reject any bids.

While no specific set-aside designations for disadvantaged enterprises are mentioned, the project involves constructing a 1.1 million-gallon bolted steel water storage tank with materials pre-ordered from Tank Connection. The contractor will be responsible for transporting materials from the Public Works facility, setting the base ring, and installing the vertical mixing header, with work hours limited to 7:00 AM to 6:00 PM. The project timeline targets substantial completion by October 31, 2024, and final completion by December 13, 2024. Although the exact project budget is not explicitly stated, the comprehensive scope and technical complexity suggest a significant municipal infrastructure investment. The City has already purchased the tank and mixing header materials, meaning the contractor's bid should only cover installation costs. Contractor qualifications, while not required to be submitted with the initial bid, must be available upon request and will be evaluated based on past project experience and technical capabilities.
