About this file

This document is Addendum 1 for RFB 2024-012, a water storage tank project for the City of Manitou Springs, Colorado. The addendum provides clarifications and modifications to the original bid documents for the Mesa II Bolted Water Storage Tank project. Key details include a bid submission deadline of July 11, 2024, at 2:00 PM, with a mandatory pre-bid meeting held on June 13, 2024. The project involves transporting tank materials, constructing a tank foundation with piers, site work, and tank erection, with substantial completion targeted for October 31, 2024, and final completion by December 13, 2024. The contractor will be responsible for various phases including mobilization, erosion control, excavation, tank foundation, erection, backfill, grading, and site improvements.

The addendum specifies that the tank has been pre-ordered from Tank Connection, and the contractor will be responsible for transporting materials from the Public Works facility, setting the base ring, and installing the vertical mixing header. The bid is to be a lump sum price covering all labor, equipment, and materials for the project. The City has already purchased the tank and mixing header materials, so the contractor's bid should only include installation. Work hours are limited to 7:00 AM to 6:00 PM, with a variance required for work outside these hours. The contractor must provide five completed projects of similar size and scope within the last five years, and while contractor qualifications do not need to be included with the bid, they must be available upon request.

3. Will there be any CSL testing requirements on the drilled piers?

Response: CSL testing will not be required on the piers.

4. Can you please clarify what “Contractor Qualifications” need to be included with our bid submission? Response:

Response: Contractors don’t need to provide their qualifications with the bid, but must be able to provide them if asked.

Response: Staging will be at the entrance gate to the access road. See enclosed staging exhibit.

7. What is the current schedule for the waterline construction project?

8. Do we need to replace trees?

Response: No, an Engineer’s Estimate will not be released prior to bid.

Other Clarifications:

14. The tank has been pre-ordered from Tank Connection. Tank Connection will perform the tank erection (including ladder, guardrail, vent, etc.). The general contractor is responsible for transporting the tank materials, including the base ring materials, from the public works facility to the tank construction site. The contractor is responsible for setting the base ring of the tank. After the slab pour (with the base ring embedded), Tank connection will complete erection of the remaining tank components. Tank Connection’s cost to erect the tank must be included in contractor’s overall bid.

15. The tank materials and mixing header are stored at the City’s Public Works facility as visited during the pre-bid meeting. The contractor is responsible for transporting these materials to the staging site and eventually to the tank site. There are four (4) pallets that must remain in the climate controlled conditions at Public Works until Tank Connection arrives for tank erection. At this point, the contractor must also transport these pallets from Public Works to the tank site.

16. Contractor is responsible for installing the vertical mixing header inside the tank after the tank is erected.

17. The City has already purchased the tank and mixing header materials. Contractor’s bid shall only include installation of tank and mixing header.

18. Contractor is responsible for removal of existing concrete outlet structure.

19. Testing of the tank will involve filling to overflow (via the City’s operation’s staff), inspecting for leaks, and measuring any drawdown over a period of two (2) days. Any leaks (from bolted seams) can be fixed by tightening bolts around the leak per Tank Connection’s recommendations. Tightening of bolts shall be performed by the contractor.
