About this opportunity
The Commonwealth of Kentucky Department for Facilities and Support Services, Division of Engineering and Contract Administration, acting on behalf of the Kentucky Department of Criminal Justice Training (DOCJT), is issuing Request for Bid (RFB-138-26) for the construction of the Western Kentucky Regional Training Center in Madisonville, Hickman County. This is a competitive sealed bid procurement requiring a single general contractor to provide lump-sum pricing for three integrated bid packages: Bid Package A encompasses a 42,800-square-foot Classroom and Administration Building featuring dedicated academy and in-service training spaces, multiple classrooms, a practical skills classroom, a training simulator room, administrative offices, and staff/trainee amenities; Bid Package B consists of a 30,625-square-foot High Bay Building housing a shoot house, open training area, dirty classroom, and fitness space; and Bid Package C includes the Site Package with grading, dynamic compaction, parking lots, drives, security fencing, gravel track surface, and site utilities including a geothermal well field. The project requires substantial completion within 540 calendar days of contract execution with final completion 30 days thereafter, with liquidated damages assessed at $920 per calendar day for failure to meet substantial completion and $640 per calendar day for final completion. Bidders must submit electronically through the Commonwealth's eProcurement system by December 18, 2025, at 1:30 PM Eastern Time, with bid opening and public reading scheduled for 3:00 PM ET on the same date. A virtual pre-bid conference is scheduled for December 2, 2025, at 10:00 AM ET via Microsoft Teams, and the project site on Bean Cemetery Road is available for inspection during the week of November 17-21, 2025. All project documentation is available at no charge through the State of Kentucky Plan Room at https://www.stateofkyplanroom.com, and bidders must register in the Vendor Self Service (VSS) System at https://vss.ky.gov prior to submission. Key qualification requirements include roofing contractors demonstrating five years of specialization in specified roofing systems with certified installer status and references demonstrating similar project experience; gymnasium dividers must meet specifications requiring electrically operated, top-roll systems from approved manufacturers with 3/4 horsepower motors and five-year warranties; and bidders must acknowledge receipt of all addenda on their bid proposal forms.
No disadvantaged business enterprise set-asides or restrictions limiting respondent types are specified in this procurement. Davis Bacon and Kentucky Prevailing Wage Rates do not apply to this project. Bidders must provide a bid bond of not less than 5 percent of the lump-sum bid, with a 100 percent Performance and Payment Bond required within 48 hours of the Intent to Award letter. Material substitutions are permitted for products meeting specified performance requirements, including PLAM, wood ceiling panels, wood slat wall panels, and fiberglass insulation. The project includes a Controls Allowance of $649,830.00 for the JCI Metasys System to be included in Bid Pack A pricing, with Testing and Balancing services provided by the owner requiring two weeks. No incumbent contractors or existing technology integration requirements are identified in the solicitation documents. While no specific budget or award value is disclosed in the procurement materials, the three-building construction project with site development, geothermal utilities, and specialized security infrastructure suggests a substantial contract value appropriate for qualified commercial construction firms capable of managing multiple integrated bid packages and complex building systems.
