About this file
This Addendum No. Three modifies the Invitation to Bid (RFB-138-26) issued by the Commonwealth of Kentucky Department for Facilities and Support Services, Division of Engineering and Contract Administration, for the construction of the Western Kentucky Regional Training Center for the Kentucky Department of Criminal Justice Training in Madisonville, Kentucky. The primary modification updates the official bid opening date to December 18, 2025, at 1:30 PM ET. The project involves construction services at a site in Madisonville, Kentucky, with contact information provided through the Division of Engineering and Contract Administration offices in Owensboro and Lexington, Kentucky.
The addendum provides technical clarifications regarding civil work specifications, specifically addressing dynamic compaction requirements. The contractor must stabilize the footprints of the Classroom/Admin Building, High Bay Building, and Future Building Pad, extending a minimum of ten feet beyond each building footprint using dynamic compaction. The dynamic compaction is estimated to lower the stabilized grade approximately five to seven feet, though actual settlement may vary. The contractor bears responsibility for bringing the site to final grade using engineered fill, with the option to source fill material from areas immediately adjacent to the project site. The borrow site must be prepared, materials segregated appropriately, and the area graded for positive drainage and revegetated upon completion. Bidders are required to acknowledge receipt of all addendums on their bid proposal form.

Madisonville, Kentucky Invitation to Bid NO: RFB-138-26
December 12th, 2025
The following addendum items officially modify the construction documents and become binding to the contract for construction (Contractor is to note receipt of all addendums on their bid form of proposal):
1. Civil:
1.1.1. This provides clarification as to the extent of Dynamic Compaction. Sheet C.C100 depicts the footprint location of the Classroom / Admin Building, High Bay Building and Future Building Pad. The entirety of these three areas, including a minimum of ten feet (10’) beyond the building footprint, shall be stabilized using Dynamic Compaction.
1.1.2. Dynamic Compaction is anticipated to lower the stabilized grade approximately five to seven feet. This is only an estimate, and the contractor should consult with the Dynamic Compaction contractor to determine actual settlement. The contractor is responsible for bringing the site to grade with engineered fill.
1.1.3. Fill material may be obtained from areas immediately adjacent to the project site. The contractor will be responsible for preparation and segregation of materials to provide suitable material for engineered fill.
